ACTIVITY
Chief Robert Riemenschneider presented his ideas for re-structuring
the Pearland Police Department and asked the Commission for their
endorcement of the plan.
Commissioner Jim Wood made a motion to endorce the plan and
the motion was seconded by Gail Birdsong. The vote was called
and it passed unanimously.
ADJOURNMENT
The meeting was adjourned at 8:00 p.m.

came on to be heard at a public hearing and meeting before the
Civil Service Commission of the City of Pearland, Texas, pursuant
to Article 1269m V. A. T. S. and the rules and regulation of the

Robert. J. Cuna of the Pearland Police Department that the
appointment of Glenn R. Stanford as a Captain in the Pearland
Police Department was a violation of Art. 1269m V.A.T.S..
At said public hearing and meeting, Sergeant Robert J. Cuna
and Glenn S. Stanford appeared in person and by counsel, and the
City of Pearland appeared by counsel, and the Commission heard
evidence on behalf of all parties.
Having considered the evidence presented by the parties, the
Commission hereby enters the following findings:
The Commission finds that the appointment of Glenn S.
Stanford as Captain in the Police Department of the
City of Pearland, Texas, is not a violation of Article

ORDER
On May 22, 19$b, at a public hearing and meeting of

the Civil Service Commission of the City of Pearland, Texas, came
on to be heard the appeal from Disciplinary Suspension of Sergeant
R. B. Webb of .the Pearland Police Department. The suspension con-
sidered was by notice of Disciplinary Suspension issued by GlenA
S. Stanford, Chief of Police of the City of Pearland, for fifteen
(15) calendar days,. a true and correct copy of which was served
personal~.y upon Sergeant R, B. Webb on April 25, 1986 and filed
with the members of the Civil Service Commission within 120 hours
after such service, and from which Sergeant R: B. Webb thereafter
took his appeal, by filing notice of appeal with the Civii. Service
Commission on hiay 1, 1986.
At said public hearing and meeting, Sergeant R. B. Webb
and said Chief of Police appeared in person and by counsel, and the
Commission heard evidence on behalf of both parties.
Having considered such notice of Disciplinary Suspension
and evidence presented by the parties, the Commission hereby enters
the following findings:
1. The Commission finds that the charges contained in
statement number 1 of'the abovesaid notice of ,
D~.sciplinary.Suspension are true.
' 2. The Commission finds that the charges contained in
statement number 2 of the abovesaid potice of
Disciplinary Suspension are true.
3. The Commission finds that the charges contained in
statement number 3 of the abovesaid notice of •
Disciplinary Suspension are not true.
4. The Commission finds that good and substantial cause
exists, in the truth of the charges contained in
statements numbers~l and 2 as stated herein, to
justify and sustain the fifteen (15) calendar day
suspension of Sergeant R. B. Webb as abovesaid,

/ WHEREFORE, it is the decision of the Civil Service
Commission and it is hereby ORDERED that the Disciplinary Suspen-
sion of Sergeant R. B. Webb be upheld,. and therefore, it is further
ORDERED that he is hereby suspended for a period of fifteen (15a
calendar days, effective the 28th day of April, 1986.

The special meeting was called to order with

ACTIVITY:
A written communication dated August 7, 1986, from John H. Burpo, Labor
Relations Consultant for CLEAT was read and received by the Commission as
information.
. The Commission recessed for executive session - Texas Revised Civil Statutes,
Article 6252-17, Section Z, Subsection (g) Personnel, for consideration of
an investigation of a complaint alleging a violation of V.T.C.S. Article 1269m.
The Commission reconvened at 5:15 P.M. Chairperson Gilbert made a motion
that the Pearland Civil Service Commission act on the letter received from
CLEAT, and that the Commission conduct an investigation and hearing to
determine the validity of an alleged violation of 1269m. The motion was
seconded by Birdsong and carried unanimously.
ADJOURNMENT:
The meeting was adjourned at 5:23 P.M.

Please accept this letter on behalf of City of Pearland Police
Sergeant Robert Cuna as a complaint alleging a. violation of
V.T.C.S. Article 1269m; and as a request for an investigation
of this complaint pursuant to Section 5a. of Article 1269m.
Following are the facts giving rise to this complaint and
request for investigation.
~~ The City of Pearland appointed Glen Stanford, Chief of Police
on January 1, 1974, a position he held until June l5, 1986.
Prior to his appointment as chief, he served in the position of
assistant chief from October, ]973, to January 1, 1974. In 1982,
the City of Pearland fell under the jurisdiction of Article
1269m by virtue of a local option election. On June 15, 1986,
Glen Stanford was removed as chief of police and appointed as
a captain under. the police classified civil service system.
The appointment of Glen Stanford to the classified civil service
position of captain violates certain provisions of Article
1269m, including Sections 24, 14A(1), and 8A(a}, (b), (e),
(f), lba(1) and 15. I am, therefore, requesting a hearing at
the earliest convenient time to bring this matter to the
attention of the Civil Service Commission for resolution.

APPROVAL OF MINUTES
The minutes of the February 25, 1986 meeting were declared approved
as received.
ACTIVITY
The following communications were received as information:

Expenditure status period ending 6-30-86
Chairperson Gilbert made a motion to keep our medical examinations with
Medical Screening. The motion was not seconded. After some discussion,
the Commission instructed Director Hickling to investigate what services
are offered at the Medical Clinic of Pearland and compare to what we are
getting at Medical Screening. A report is to be given at the next
regular meeting of this Commission.
Discussion was held concerning the Director's calendar, job description
and duties. The Commission suggested a comparative study of other 1269m
cities for ideas of how our office compares. Director Hickling will
collect information and make a presentation to the Commission as soon

as possible.
No executive session was needed.
