The regular meeting was called to order
with the following members present:

APPROVAL OF MINUTES
It was moved by Jim Wood,. seconded by James Gilbert, that the Minutes
of the Regular Meeting of March 24, 1:987 be approved as presented.
Motion passed 3 to 0.
ACTIVITY

Chairman Gilbert moved to accept the Disciplinary Suspension Notice
from Chief Riemenschneider directed to-Robert Harding, as .information.
Motion seconded by Tom Alexander. Motion carried 3 to 0.
Chairman Gilbert moved to accept the Notice of Appeal from Officer
Harding, as information.. Motion seconded by Jim Wood. Motion carried
3 to 0.
Chairman Gilbert. moved that the memo dated 8-14-87 from Chief
Riemenschneider to City Manager Ron Wicker, be received as information.
Wood seconded the motion. Motion carried 3 to 0.
Tom Alexander was welcomed by Chairman Gilbert as the newest member
of the Commission.

On November 10, 1987, at a public hearing and meeting of the
Civil Service Commission of the City of Pearland, Texas, pursuant
to notice duly given, came on to be heard the appeal of Lt. James
A. Templin from an alleged disciplinary action by the Chief of
Police of the City of Pearland to Lt. James A. Templin on October
6, 1987, and the request of Lt. James A. Templin for an
investigation of the facts and circumstance concerning such
alleged disciplinary action to determine whether or not the Civil
Service Rules and Statutes are being obe~ied. Said Notice of
Appeal was filed with the Civil Service Commission on October 16,
1987.

The Commission considered the evidence and hereby enters the
following findings:
1. The Commission finds that no disciplinary
action has been taken against Lt. James A.
Templin which can be appealed to this
Commission under the provisions of Chapter
143, Local Government Code.
2. The Commission finds that the Chief of Police
did issue a letter, memorandum or document
relating to alleged misconduct on the part of
Lt. James A. Templin:
3. The Commission finds that Article 1269m Sec.
15a requires the Director to place such
` letter, memorandum or document in the
~. personnel file o! the officer.
4. The Commission finds that the charges of -
misconduct in such letter, memorandum or
document are not supported by sufficient,
evidence.
5. Tha Commission finds that .such letter,
memorandum or document should be removed from
the Officer's Personnel Lila.
WHEREFORE. it is the decision o! the Civil- Service
Commission and it is hereby ORDERED that the letter, memorandum
or document dated October 6, 1987, be removed from the Personnel
File of Lt. James A. Templin.

Bill Gives HMO's
More Flexibility
Recently, the Howc Energy and
Coazmeroe Subcommittee on Health
and the Environment unanimously ap-
proved ameasure, H.R 3235, that would
amend the federal laws regulating health
tnainoenance organizations (HMOs) to
give them more flexibility and to increase
their' potential for competitiveness. HMOs
are corporate-backed "group health"
organizations where patients see HMO-
~P~Yed Physicians who render services
at fixed prloes. H.R 3235 would amend
the HMO provisions in Title 13 of the
Public Health Service Act to give HMOs
grata' flexibility in how they are organ.

which would protect 31 million Medicare
beneficiaries against major medical
expenses, has run Into some opposition
on Capitol Hill. An acpanded version of

sentatives in July, but its progress through
the Senate has slowed as concerns rise
about its costs and a controversial out
patient drug benefit. Estimates of the cost
of the outpatient drug benefit range from
~ 1.6 billion to more than ~6 billion per
Year, in Part because of concerns that dis-
abled AIDS victims will obtain Sodal
Security disability coverage. After a two-
Yom' waitigg Period. these patients would
become eligible for Medicare and the out
patient drug benefit, thereby boosting the
cost of the drug benefit.

The Texas Municipal ~ League (Th(L)
and the Texas Muniapal Personnel Asso-
ciation (TMPA) are m-sponsoring a Civil
Service Workshop scheduled for Feb-
ruary 11-12, 1988. The workshop,
designed for civil service commissioners,
civil service directors, administrators,
attorneys and staff that operate under the
Civil Service 1269M Texas State Statute,
will be held at the Hyatt Regency Hotel
in downtown Fort Worth, Workshop
registrants will complete a network infor-
mation sheet which will be compiled and
incorporated in a section of the TMPA
membership directory to serve as a handy
reference source for conference
