THE CITY OF PEARLAND, TEXAS HELD ON NOVEMBER 11,,..1986., AT 7:08 P.M..,
IN THE FINANCE DEPARTMENT OF CITY HALL, 2335 N. TEXAS AVENUE,
PEARLAND, TEXAS.
The regular meeting was called to order with the
following members present:
James Gilbert - Chairperson
Gail Birdsong - Vice Chairperson
Jim Wood - Commission member
Mary Hickling - Director

ACTIVITY
Minutes were read from the following prior meetings: Regular
Meeting held on July 15, 1986 - Birdsong moved to accept, Gilbert
seconded, motion passed. Special Meeting held on August 15, 1986 -
Wood moved to accept, Birdsong seconded and motion passed.
"- .Special Meeting-held on October 28, 1986 - Wood moved to accept,
Birdsong seconded and motion passed. All minutes of prior
meetings presented were accepted as circulated.
A letter dated 9-17-86, from Medical Clinic of Pearland was
read as part of a comparative study in reference to the Commission's
present method of securing medical examinations. The letter was
received as information and Chairperson Gilbert moved that the
Commission continue to have it's medical examinations conducted
by Medical Screening. Birdsong seconded the motion, and the
motion passed. The Director was instructed to write a letter to
Buford Parrish informing him of the Commission's decision.
Director Hickling presented final orders for the following hearings:
May 22, 1986 - Sgt. R.B. Webb VS Pearland Police Department.
The Commission ordered that the Disciplinary-Suspension be
upheld.
September 4, 1986 - Sgt. Robert Cuna, In Re: Appointment of
Glenn R. Stanford, Captain. The Commission ordered that the
appointment of Glenn R. Stanford as Captain in the Pearland
Police Department of the City of Pearland is not a violation
of Article 1269m V.A.T.S.
Director Hickling presented a job description to the Commission
for their approval. Mr. Wood made a motion to accept the article
as the official job description for the Civil Service Director.
Gilbert seconded the motion and the motion passed. The Commission
instructed the Director to give a copy to Mr. Wicker.
A discussion of rule changes was held. Rules 2-11 of the local
Civil Service Rulebook were discussed, reviewed and approved for
presentation to Mr. Lay for final approval.
Director Hickling reported that an entrance exam has been set
for December 12, 1986 for the purpose of securing a new
eligibility list.
ADJOURNMENT
The meeting was adjourned at 8:06 P.M.

CANDIDATES IN THE CLASSIFIED SERVICE
DATE: JANUARY 12, 1987
At your request, the Pearland Civil Service Commission has
considered the possibility of sending entrance level and
promotional candidates to The Medical Clinic of Pearland
for their medical examinatians. After some inquiries, .the
Commission received a letter from the Medical Clinic of
Pearland with a list of services that they could offer, and
their prices. For the same services as the Commission's
present arrangement with Medical Screening, The Medical
Clinic of Pearland would charge $93.00 more, per person
examined. It is therefore the decision of the Pearland
Civil Service Commission, that Medical Screening of Pasadena
will remain the Commission's choice for medical examinations.

JOB DESCRIPTION
for
CIVIL SERVICE DIRECTOR
The office of the Director of Civil Service shall be filled
by the appointment of the Commission. The person appointed must
meet the following requirements:
1. Shall be of good moral character.
2. Shall be a citizen of the United States.
3. Shall be over the age of twenty-five (25) years.
4. Shall not have held any public office within the
preceding three (3) years.
The Director may be either a member of the Commission, another
employee of said city, or some other person. Said Director
shall at all times, be subject to removal by the Commission.
_ The Director of Civil Service shall serve as Secretary to
the Commission, and shall perform all such work incidental to
the Firemen's and Policemen's Civil Service as may be required
of him/her by the Commission.
The Director shall have specific duties including, but not
limited to the following:
1. Shall manage and represent the Office of the Pearland
Civil Service Commission, demonstrating an open,
impartial; and unbiased posture wherever possible.
2. Shall perform secretarial duties, attend meetings
of the Commission, and record official actions in
regard to the business of the Commission.
3. Shall perform all such work incidental to Civil Service
as may be required by the Commission,. including the
following:
* Shall assist the Commission in making rules and
regulations for the proper conduct .of it's
business.
* Shall be responsible for the publishing of
all rules and regulations in accordance with
Section 23, Article 1269m.
* Shall assist the Commission in keeping rules
and regulations updated, in accordance with
changes to V.A.T.S., Article 1269m.
* Shall recommend additions to, modifications
of, or deletions from, the rules and regulations
governing the classified service as may be
necessary.
* Shall maintain legible and updated copies of
rules and regulations for each and every
classified employee.
* Shall maintain for inspection, review and free
distribution, copies of the Pearland Civil
Service Rules and Regulations for any
interested citizen.
- * Shall provide assistance to the Commission in
making investigations concerning, and report
upon all matters touching, the enforcement and
effect of the provisions of Article 1269m.
* Shall maintain alI rules, opinions, directives,
decisions and orders issued by the Commission
as written and public information.
* Shall, at the request of the Commission,
administer Oaths, subpoena any books, records,'
documents, papers and accounts, and sha21
' ~ require attendance of witnesses. '
* Shall be responsible for receiving all documents,
'suspension orders`, efficiency reports, written
appeals, and any other information deemed to
be pertinent to the Civil Service Commission
and it's conduct, according to V.A.T.S., Article
1269m, and the local rules and regulations of
~ the Pearland Civil Service Commission.

* Shall maintain a permanent public reocrd of
all hearings.
~'- * Shall administer Civil Service pertaining to
Policemen in accordance with V.A.T.S., Article
1269m,
* Shall give the members of the Commission at
least twenty-four (24) hours notice in advance
of the time. set for a meeting.
* Shall be responsible for the posting on a
bulletin board located in the main lobby of the
City Hall, the office of the Commission, and
in the Police Department, a notice of any
entrance examination and for any examination
for promotion. This shall be done in the time
frame pursuant to Section 13 of Article 1269m.
* Shall inform the Commission when an eligibility
list is about to expire, and when new tests
need to be given.
* Shall maintain eligibility lists, created only
as a result of examination.
* Shall develop and prepare application forms
for new positions in the Police Department,
and distribute them without charge on request
of persons wishing to make application. The
Director shall receive applications filed not
later than five (5) days preceding the date
set for the examination.
* It shall be the duty of .the Director, after
ree2iving applications, to instruct the
applicants meeting the minimum requirements
to appear for examination.
* The Director shall release the announcement of
pending entrance examinations to the press.
* The Director shall conduct open, competitive
and free examinations for persons making
proper application and meeting all requirements.

* Shall determine that those persons certified
as eligible for a beginning position with the
Police Department meet the requirements found
in Section 9, Article 1269m.
* Shall determine by means of a written test,
that all persons applying for classified
positions with the Police Department, must
be able to read and write the English language.
* Shall be responsible for the grading of each
applicant's test.
* Shall determine if applicants are eligible to
receive five (5) points in addition to their.
competitive grade, for having served in the
Armed Forces, as designated by Article 1269m.
* In the event that two (2) or more competitors
shall attain the same grade, the Director is
responsible for breaking said tie, based on
guidelines given in the Rules and Regulations
of the Pearland Civil Service Commission.
* The Director shall insure that all applicants
for beginning and promotional positions receive
a physical examination given by a physician
designated by the Commission.
* Shall maintain a working relationship with the
designated physician and/or his staff, for the
purpose of being acquainted with test procedures,
test results, physical requirements, etc.
* Shall make written announcements concerning
eligibility for examination.
* Shall be responsible for the preparation and
security of all promotional examinations. The -
fairness of the competitive promotional exam
is the responsibility of the Director, as well
as the Commission and any other municipal
employee involved in the preparation or
.-- administration of the examination.

* Shall be responsible for computing each
promotional applicant's grade by adding points
for seniority to the score of his written exam.
* The Director shall post individual raw test
scores of each examination for promotion within
twenty-four (24) hours after such examination.
* The Director shall certify to the Department
Head, the names of the three (3) persons
having the highest grades on the eligibility
list.
* Shall forward a record of the person being
certified and appointed to the Department Head,
forward a similar copy to the Chief Executive,
and retain a copy in the Civil Service files.
* Shall publish classification and seniority
lists at the request of the Commission, and no
less than once each year.
* The Director shall establish and maintain a
file, to be known as the official roster. The
roster shall be kept in the office of the
Commission and shall contain the name of every
person employed in the classified service.
* The Director shall attend conferences, seminars
and other training and educational programs
that will lead to improving skills and knowledge.
* The Director shall make necessary recommendations
based on Rule 29 of the Pearland Civil Service
Rules and Regulations, and Article 1269m.
* The Director shall establish and maintain a
cooperative working relationship with the
Department Head bf the Police Department and
all classified employees therein with respect
to the application of the Civil Service Rules
and Regulations to the employee's position.
