The regular meeting was called to order with

.APPROVAL OF MINUTES
The minutes from the October meeting were reviewed and two corrections
need to made before approval can be given. The word "altering" needs
to be changed to "alternating", and the word "complete" needs to be
changed to "prescribed".
ACTIVITY
Thr tters, all bearing the date October 18, and citing one day
suspensions for Keith Anderson, Sonny Atkins, and Buddy Webb were
received as information.
The director's financial report for the month of October was received
as information and approved for payment.
At 7:.25, the Commission recessed for an executive meeting. The
meeting was reconvened at 7:35.
ADJOURNMENT
The meeting was adjourned at 7:36 p.m.

APPROVAL OF MINUTES:
Minutes from the September 11, 1984 meeting were approved as read.
ACTIVITY:
A letter dated 9-19-84 from Chief Stanford was received as information
by the Commission.
A copy of Director Hickling's statement of expense for the month of
September was received as information. Gilbert made the motion to
approve this expense. Birdsong seconded.
Discussion was held concerning entrance level and promotional physical
examinations as well as physical examinations for all classified
employees. A motion was made by Commissioner Keller and seconded by
Commissioner Gilbert that effective November 1, 1984, all entrance
level officers and those officers being promoted will be required by
the Pearland Civil Service Commission to receive a prescribed medical
examination by the MEDICAL SCREENING CLINIC. Implementation of the
prescribed medical physicals for permanent classified employees shall
be on the basis of seniority with the most senior one-half of
classified employees to have physicals in the year 1985. The second
half of the seniority list shall .have physical examinations in the
calendar year 1986, with each half of the department being examined
in alternating years. Each medical examination shall occur for
permanent classified employees no less frequently than every 24 months,
within 30 days of their anniversary date or within 30 days of their
promotional physical examination. Motion carried unanimously. Director
Hickling was instructed to send a memo to the Chief of Police and
the City Manager informing of the action by the Civil Service Commission.
Chairperson Y.e11er instructed Director Hickling to contact TCLEOSE
and get a report on the status of their investigation of the Pearland
Police Department for evaluation purposes.
At 8:10 p.m., the Pearland Civil Service Commission moved into
executive session to discuss matters of a personnel nature. They
reconvened in open session at 8:30 p.m.
ADJOURNMENT:
The meeting was adjourned at 8:30 p.m.

Dear Ms. Scott:
On October 9, 1984, the following rule was established
concerning medical examinations for the Pearland Police
Department.
Prior to employment with the Pearland Police Department, and
prior to promotion in the Pearland Police Department, a
complete physical examination shall be conducted by the
physician selected by the Civil Service Commission. That
physician shall be a staff member of the Medical Screening
Group, located in the Bayshore Medical Center. Effective
date of implementation is November 1, 1984.
Implementation of complete physical examinations for permanent
employees shall be effective January 1, 1985 and shall be on
the basis of seniority with the most senior one-half of
classified employees to have physicals in the year 1985. The
second half of the seniority list shall have physical
examinations in the calendar year 1986, with each half of the

SCHEDULE B
1. Prior to the program date, and during the program, MSC will provide the
client with physical exam "packets." These are to be distributed to
employees, by the client, prior to their appointment date. Packets
contain instructions for the patient to prepare for the exam., and forms
for the employee to complete. (NOTE: Having the packets competed
prior to the testing date substantially reduces the time the employee
is at the clinic on the day of testing.)
2. Employees are to be scheduled* for their physical exams. Physical exams
are scheduled for 7:00 AM Monday through Friday; however, MSC is flexible
to accommodate the client if special times are necessary. *Scheduling
procedures will be discussed and established by MSC and the individual
client, based on the client's needs and preference.
3. All tests, as specified on the Exam Component form, will be performed by
qualified personnel.
4. A "hands-on" physical exam, and review of all test results will be per-
formed by a qualified physician. MSC has several physicians available to
do the "hands-on" portion of the physical; unless a specific physician is
_ requested by the client, MSC will assign a physician to the client.
~' 5. Following the test date, when all results are complete, the examining
physician will evaluate the findings, and report those findings on forms
provided by MSC. (samples of forms, utilized for both pre-employment
and annual physicals, are attached.)
6. The designated client "contact" will be provided with the following on
each employee tested:
1) Original copy of report(s) completed by physician.
2) 2 computer printouts, containing all test results.
NOTE: On pre-employment exams: test results will be reported
to the designated company "contact," by phone, within 24
hours* of the test date. (*Delay in receiving all lab
results may necessitate an extended reporting time.)
NOTE: Other administrative services, such as the completion of
special client forms, DOT cards and forms, or special
mailing, will be performed by MSC; however, there will
be an additional fee for same.
