A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, REAPPOINTING FRED WELCH, RON DAGLEY, CULLUM HEARD
AND DARRELL W. JORDAN, JR. TO SERVE ON THE BOARD OF
DIRECTORS OF THE SPECTRUM MANAGEMENT DISTRICT FOR TERMS
ENDING JUNE 1, 2013.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That Fred Welch, Ron Dagley, Cullum Heard and Darrell W. Jordan,
Jr. are hereby reappointed to serve on the Board Of Directors of the Spectrum
Management District for terms ending June 1, 2013.

action approving the resolution has been duly recorded in the Board's minutes of the meeting;

RESOLUTION REQUESTING APPOINTMENT OF DIRECTORS
WHEREAS, the Spectrum Management District (the "District") was created by
Senate Bill No. 1984, 80th Legislature, Regular Session, 2007, codified at Chapter 3840,
Special District Local Laws Code;and
WHEREAS, Section 3840.052 of the Special District Local Laws Code provides
that the City of Pearland shall appoint directors of the District from persons
recommended by the Board of Directors of the District;and
WHEREAS, terms of office of Directors Fred Welch, Ron Dagley, Cullum Heard,
and Darrell W.Jordan,Jr., end June 1,2009; and
WHEREAS, such directors have indicated a willingness to serve as directors of
the District;
NOW THEREFORE, BE IT RESOLVED, that the District recommends that the
City of Pearland appoint Fred Welch, Ron Dagley, Cullum Heard, and Darrell W.
Jordan,Jr. to terms of office ending June 1,2013.

I have attached a bio for Ron Dagley, and provided below is information on the two other
directors, Darrell Jordan and Cullum Heard. All directors meet the statutory
requirements for service on the Board.
CULLUM J. HEARD
Cullum received a Bachelor of Science degree from the University of Mississippi in 1965
and brings over thirty years of experience in development, sales,marketing, operations,
management,and permitting of real estate projects.National projects include Pinehurst
N.C.; Diamondhead,Bay St. Louis, Miss.;Lake Forest,Mobile,Ala.; and Falconhead,
Ardmore, Okla. Projects in the Houston area include April Sound,Elkins Lake, Pecan
Grove Plantation, Weston Lakes and Bentwater. Real estate positions held include sales
representative, sales manager,marketing director,project manager, general manager,vice
president of marketing,vice president of development, and partner. He received
numerous Prism marketing and development awards from the Greater Houston Builders'
Association. He has served as president of three property owners associations, a director
on two municipal utility districts and chairman of three architectural control committees.
Cullum is married,has three children and seven grandchildren and resides in west
Houston.
DARRELL W. JORDAN, JR.
Darrell Jordan is a lawyer in private practice,with a primary focus in criminal law. He is
also a captain in the army reserves and serves in the JAG corps. He was a policy analyst
in the 79th Legislature for Hubert Vo, and for 80th Legislature,was legal counsel to
Senator Ellis. Senator Ellis named Mr. Jordan to the Board of Directors of the Spectrum
Management District. He is married and has two kids.

Ron Dagley
Ron Dagley, President of Raymond R.Betz Interests,Inc.,heads up the commercial land
investment division managing and marketing property for over 50 partnerships with property in
the Houston area. He has a vast experience in commercial real estate marketing, development
and management beginning in 1972 and with The Betz Companies since March of 1992. Recent
transactions have involved Vantage Houston,Insite,Transwestern,Fidinam and Core Real Estate
for office/industrial sites,Hanover,Flagship, Bonner Carrington and JTS for apartment sites and
various retail sites for clients including Home Depot and Wal-Mart.
Ron graduated in 1970 from the University of Houston with a Bachelor of Business
Administration degree with a major in Behavioral Management Science. After two years
working with an oil related service company, he worked for twenty years with a diversified real
estate development, construction and brokerage company performing responsibilities including
project manager, commercial and residential brokerage and property management.
A native Texan, Ron has lived in the Houston area since 1964. He currently lives in the west
Houston/Katy area where he and his wife of thirty nine years raised three children and is in the
process of spoiling his eleven grand children. Ron is an avid golfer and enjoys time with his
family and fishing. He is an active member of his church where her serves as a small group
leader and marriage matters leader. He is active member of The Houston Board of Realtors, the
West Houston Association, the North Houston Association and several local chambers.
