R2002-0092 06-10-02 RESOLUTION NO. R2002-92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING WORK AUTHORIZATION #6 SUPPLEMENT #1 FOR GEOTECHNICAL SERVICES ASSOCIATED WITH THE BAILEY ROAD/OILER DRIVE PROJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain contract by and between the City of Pearland and Turner, Collie and Braden, Inc., ("T C & B) for Program Management of the Pearland Mobility and Drainage Bond Program was authorized by the City Council on December 10, 2001. Section 2. That T C & B has developed work authorization #6 Supplement #1, which is attached hereto as Exhibit "A". Section 3. That work authorization #6 Supplement #1 for geotechnical services associated with the Bailey Road/Oiler Drive Project is hereby approved. COKER CITY ATTORNEY TOM REID MAYOR ATTACHIVIENT D WORK AUTHORIZATION NO. 6 SUPPLEMENT NO. 1 This Work Authorization is made pursuant to the terms and conditions of the Pearland Mobility & Drainage Bond Program, hereinafter identified as the"Contract", entered into by and between the City of Pearland("City"), and Turner Collie & Braden Inc. ("Engineer). PART 1. Work Authorization No. 6, Supplement No. 1 is related to Baily/Oiler Road Improvement Project. The Engineer will perform Geotechnical Engineering services under this Authorization. PART 2. The maximum amount payable for services under this Work Authorization is $131,560.00. This amount is based on the attached fee proposal submitted by HVJ Associates, Inc. dated May 24,2002. PART 3. Payment to the Engineer for the services established under this Work Authorization shall be "Reimbursable", based on the fee schedule in the attached proposal. PART 4. This Work Authorization shall become effective on June 11, 2002 and shall terminate on November 12, 2005, unless extended by a supplemental work authorization. PART 5. This Work Authorization does not waive the parties' responsibilities and obligations provided under the contract. PART 6. This Work Authorization is hereby accepted and acknowledged below. The total chilling font ►`c will he about 1,930 feet. We propose to complete three 30-_ foot borings Luld four of the 20-foot withpiezometers to determine stabilized groundwater conch tions for the projects. We will abandon the piczometers after taking 30-day water melding. 'l'lte remaining borings will be backfilled vs ith cement-bentonite grout after obi lining groundwater levels on completion of d ailing. We will provide design information for foundations to si pport the bridge abutments and retaining walls in accordance with 'I'xDOT standatcl test procedures including 'l'xDOT Cone Penetrometer tests. We will provide pavement thickness recommendations in accordance with the latest AASH fO standards We have assumed that truck -mounted drilling equipment will he needed to access the on road boring locations and 11-terrain vehicle mounted drilling equipment to 'tccess the off road boring locations. All the field and laboratory tests will be performed according to 1'xDOT and ASTM standards, where applicable, or with outer well established procedures. Results of the field and laboratory data will be used to develop recommendations for foundation design and construction. In general, the following items will be included 1n the report: 1. I3oring loc;s and test data 2. Groundwater conditions 3. Generalized subsurface conditions -1. Pavcnic nl thickness design 5. Foundation design and construction recommendations for drilled shafts 6. Foundation design and construction recommendations for reclining wall foundations 7. Trench backfill and bedding recommendations for utilities 8. 'french excavation considerations 9. Structural fill requirements and general earthwork recommendations A report of our study will be prepared by an engineer specializing in soil mechm'tics and foundation engincuring alter reviewing available structural, geological, boring and laboratory cLlt;i. We expect to complete this assignment in approximately twelve weeks, following our rcuipient of written notice to proceed. If needed preliminary foundation design information will be submitted as it becomes available. Fees bind Conditions I1ased on the scope of work outlined, the• lump sum fee for our services is $131,560. A cost breakdown is presented in an enclosed table Our estimate does not include allowance for site clearing to access borehole, locations. This estimate •issumes that the site is accessible to buggy drilling equipment (weighing about 20,000 to 30,000 pounds).
