PURPOSE OF HEARING - PROPOSED REINVESTMENT ZONE NUMBERS 9, 10, and
11.
To consider the creation of a reinvestment zone and tax abatement for Chemcentral
Corporation, to be located at the northeast corner of Mykawa Road at McHard Road, Rollac
Shutters, Inc., to be located at the northwest corner of Orange Street at Woody Street and
F.W.Gartner, Inc., to be located at 14435 Max Road all in Pearland and in accordance with
§ 312.201 of the Tax Code and City of Pearland Resolution No. R98-59.
STAFF REVIEW
P.E.D.C. Executive Director, Mike Chance, addressed Council and gave a brief description
of each of the projects going into the three reinvestment zones. Reinvestment Zone No. 9
will be a manufacturing facility by a company named Chemcentral. They have purchased
twenty acres of land at the northeast corner of Mykawa Road and McHard Overpass. This
will be an expansion of their existing business will add additional employees. This is largest
capital investment to date for a manufacturing facility. The building and the fixed equipment
will be in the amount of $15 million and personal property and inventory value of
approximately $4.5 million. They will transfer the 38 jobs they currently have at their facility
and by the time they open they will have expanded that to 42 jobs, and further expansion
within four years; Reinvestment Zone No. 10; Rollac Shutters, is a company in business in
the City of Houston. They have a current manufacturing facility that they have outgrown.

They have purchased 30 acres of land at the corner of the intersection of Orange and
Woody Street, and they will use 10 acres at this time. They purpose to have $3.55 million
in the building and fixed equipment, and keep an inventory of personal property of about
$1.4 million. They will transfer 40 jobs and will be adding 10 additional jobs when they open
and will add 25 additional jobs within the first three years of operation in Pearland. The third
project is Reinvestment Zone No. 11; F.W. Gartner, Inc. They currently have a retail
operation in Pearland. This location will be a manufacturing operation. They will be building
a 13,000 square foot manufacturing facility on approximately 9.9 acres of land on Max
Road. They will be demolishing an old building on that site and will be building a new
building. They are expanding their current operation which is currently located in Houston.
They will have a building and fixed equipment in the amount $650,000. They will transfer
their 15 employees they have now and will be adding another three or four employees in
the next few years.

Mayor Pro -Tem Berger asked what formula is being used to calculate the abatements?
P.E.D.C. Executive Director, Mike. Chance, stated that he considers each project
individually. He further stated that he has a software program that also assists with the
process, it takes into consideration the capital investments, number of jobs, and different
criteria, also each project submits an application for the project.
City Manager, Glen Erwin, stated that there is not really a formula that is used, all of these
abatements are negotiated throughout the evaluation of the project.
