R2009-013 - 2009-01-26RESOLUTION NO. R2009-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AWARDING A BID FOR PURCHASE OF PATROL VEHICLES. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That contract pricing for the purchase of patrol vehicles has been obtained through the TASB Buyboard Program. Section 2. That the City Council hereby awards the contract to Philpott Motors, in the amount of $131,726.49. Section 3. DOYLE, CHIEF OF POLICE RE: POLICE FLEET VEHICLE PURCHASE Approximately fifteen (15) years ago the Ford Crown Victoria was adopted as the standardized police patrol vehicle for the Pearland Police Department for a number of reasons . One of the primary reasons was that Chevrolet, who had been our vehicle of choice for fleet purposes, decided that they would no longer manufacture a police package fleet vehicle. The decision by Chevrolet to cease production of police package vehicles left us with very limited options as Chrysler/Dodge had already abandoned the police fleet market. Since the adoption of the Ford Crown Victoria as our standardized police vehicle it has proven to be a reliable work horse not only for us but other agencies across the country. From a purely police perspective having only one (1) type police vehicle has numerous advantages . Those advantages include but are not limited to: 1 . All marked vehicles are basically the same across the board from year to year. All after-market equipment is laid out and rigged the same. This means that any officer can be assigned to any vehicle and expect that there are no substantial differences between any two vehicles . This is especially critical at night and under high stress situations. 2 . All marked units handle and respond to driver inputs in a similar manner. 3 . Equipment is more easily transferred from vehicle to vehicle as interior and exterior changes are usually very subtle from year to year. 4 . Our vendors that supply after-market equipment and installation can give us pricing that spans several years . Police Fleet Vehicle January 19, 2009 Page Two (2) In speaking to Jeff McGinley, Fleet Manager, he also sees numerous benefits to a standardized police fleet vehicle. These benefits include but are not limited to: 1. Mechanics and technicians at the service center are very familiar with the Ford Crown Victoria. 2 . The service center is able to maintain a smaller inventory of spare parts. 3. The service center is often able to utilize spare parts from wrecked vehicles that have been canabalized. This has been helpful in lowering repair costs and reducing down time. 4 . The service center has been able to establish relationships that allow them access to information regarding maintenance and repair of the police fleet. 5. The service center believes that Ford has proven itself to be reliable and maintenance friendly. I would recommend that if at all possible a blended fleet be avoided. If a blended fleet is unavoidable I would recommend that we continue with the current standardization until the proper research and planning can be done to ensure that the correct vehicle is selected. - If you have any questions or would like to discuss this matter further please do not hesitate to contact me.
