2000-01-24 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, TO BE HELD ON JANUARY 24, 2000, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. Doyle; City Engineer John Hargrove; Director of Community Development and Services Gene Tumlinson; Parks and Recreation Director Ed Hersh; Director of Finance David Castillo; Public Works Director Jerry Burns; Assistant City Attorney Nghiem Doan and Project Manager Michael Ross. PURPOSE OF HEARING - PROPOSED ANNEXATION To consider the proposed annexation of approximately a 204.5101 acre tract of land out of the W.D.C. Hall Survey Abstract No. 23, Harris County, Texas and being out of the tract of land described as 373.336 acres as described in a deed to Leonard Rauch and David W. Berg, Trustees, as recorded under Harris County's Clerks File Number(s) G188537 to G188552 of the Official Public Records of Real Property of Harris County, Texas and a 120.1381 acre tract of land out of the W.D.C. Hall Survey, Abstract No. 23, Harris County, Texas, and being out of the 4 (four) tracts of land described as "TRACT NO. ONE" as conveyed to Inez Vivian Mc Ginnis, individually as per an instrument recorded under Harris County Clerk's File No. R473344 (Film Code No. 504-47-2224) of the Official Public Records of Real Property of Harris County, Texas. STAFF REVIEW OF PROPOSED SERVICE PLAN Deputy City Manager, Alan Mueller, stated this annexation consists of two individual tracts of land one being a 204.5101 acre section and the other a 120.1381 acre section for a total of 324.6482 acres. This annexation has been requested by the owners of the property. The property is located in Harris County, bordered on Clear Creek to the south and the Green Tee Subdivision to the west, and to the City of Houston ETJ (extraterritorial jurisdiction) to Page 1 of 2 - 1/24/2000 the north. He further reported that this property is currently vacant. This is the second of two required public hearings. The notices have been published in the City's official newspaper, . the Pearland Reporter as required by state law. Notices have been mailed to the Justice Department, service providers, as well the school district that serves this area. Mr. Mueller gave a detail overview of the service plan for this property. CITIZEN COMMENTS Catherine O'Brien, 3010 Country Club Drive, addressed Council and stated she is in favor of annexation of this property, and it will be a fine addition to Pearland. She further stated that the gated community is primally for the "over 50" age group, and they are the fastest growing population. Ms. O'Brien stated the school district that serves the proposed annexed area will be receiving additional property tax money from the property owners without the additional burden of students, due to the age of the property owners in the proposed annexed area. COUNCILISTAFF DISCUSSION Mayor Pro -Tem Bergerstated that the Southeast Volunteer Fire Departmentwill provide fire protection, and it is also his understanding that they also have EMS contingent as part of the fire department. He asked if their EMS unit will provide service to the proposed annexed area also? Deputy City Manager, Alan Muller, stated that only the fire protection has been discussed. He will have to clarify the EMS portion of service, and he will get that matter clarified before we move forward.
