A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, ADOPTING A PROCUREMENT POLICY THAT FAVORS RECYCLED
PRODUCTS.
WHEREAS, the Pearland City Council recognizes the need to improve, protect and
preserve the environment of our city and state; and
WHEREAS, the City Council recognizes the need to reduce solid waste in landfills
by the year 2000; and
WHEREAS, recycling is one method to reduce the amount of waste going into
landfills; and
WHEREAS, recycling is not complete until consumers "close the loop" by
purchasing products made from recycled materials and creating markets for those
products; and
WHEREAS, without ready markets for products made of recycled materials, local
recycling programs will become more costly and fewer recyclables may be processed;
and
WHEREAS, without ready markets for recyclables more reusable material will end
up in landfills and communities will need to deal with an increased amount of garbage;
now, therefore,
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council adopts a policy favoring the procurement of
recycled products wherever feasible, working toward a goal of expending a minimum of

five percent (5%) of the City's consumable procurement budget for materials, supplies,
and equipment that have recycled material content or are remanufactured.
Section 2. That Clean Pearland is hereby instructed to conduct a public
education campaign to encourage local businesses and citizens to "Buy Recycled"
whenever possible.
