R2000-7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING ROAD CONSTRUCTION PROJECTS FOR PEARLAND PARKWAY FROM OILER DRIVE TO THE GALVESTON COUNTY LINE, BAILEY ROAD FROM SH 35 TO SH 288, McHARD ROAD FROM MYKAWA ROAD TO SH 288, AND SUBJECT TO THE AWARD OF SAID PROJECTS, COMMITTING FUNDS TOWARD THE PRELIMINARY ENGINEERING AND ENVIRONMENTAL ASSESSMENTS ASSOCIATED THEREWITH. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That preliminary engineering and environmental assessments ("PE and EA") are a prerequisite to be eligible for federal funding for road construction projects. Section2, That the Houston-Galveston Area Council has made funds available, on a competitive basis, to fund 80% of approved PE and EA studies. Section 3. That the City Council supports road construction projects for Peariand Parkway from Oiler Drive to the Galveston County line, Bailey Road from SH 35 to SH 288, McHard Road from Mykawa Road to SH 288, and subject to the award of said projects, commits funds toward environmental assessments associated therewith. Proceeding east from SH 288 to the Country Place subdivision, approximately 4,500 feet has been constructed by private development, but should be included within the scope of the PE and EA study. East of Mykawa Road, McHard Road has been constructed to SH 35 with a railroad overpass. West of SH 288, McHard Road is designated as FM 2234 and is an existing two lane facility, however, that segment has been programmed for expansion by TxDOT. This facility will provide a critical alternative to FM 518. McHard Road is parallel to and approximately 1.5 miles north of FM 518. The right of way for FM 518 is constrained by existing development, making a major expansion of FM 518 unlikely. The area through which McHard Road will pass is developing, making it critical to determine and protect an alignment to preserve the opportunity to construct this road. This project is on the City's adopted Thoroughfare Plan and is a vital link in the regional road network. The major thoroughfare intersections on this route are SH 288, Cullen Boulevard (FM 865), Max Road, O'Day Road, and Mykawa Road. The project will be an extension of Pearland Parkway that currently exists north of Oiler Drive to FM 518. A preliminary engineering and environmental assessment study is currently in progress for Pearland Parkway north of FM 518 to Beltway 8. A portion of the FM 518 to BW 8 segment has been funded for construction through a TEA 21 demonstration project. At the Galveston County Line, Pearland Parkway aligns with the proposed extension of Brittany Bay Boulevard by the City of Friendswood. The cities of League City, Friendswood, and Pearland, and Brazoria and Galveston counties have cooperatively developed and concurred on a schematic alignment for the roadway. Brittany Bay Boulevard crosses several major regional thoroughfares and ultimately connects to IH 45. In this segment, Pearland Parkway will intersect the major regional thoroughfares of Dixie Farm Road and County Road 129 (extension of FM 2351). In addition, the road will be adjacent to Clover Field airport, providing better access to this reliever airport. The roadway will provide a vital regional connection and will provide an alternative to the congested facilities of FM 518 and SH 35. This project is on the City's adopted Thoroughfare Plan and is an extension of a facility that has already received Federal funding assistance for planning, design and construction. Proceeding west from SH 35 to Veterans Road, a new alignment with railroad overpass would be extended from the existing termination of Oiler Drive at SH 35. West of Veterans Road to County Road 90, an existing two lane road would be replaced and widened. West of County Road 90 to SH 288, a new alignment would be constructed with a grade-separated interchange at SH 288. This facility will provide a critical alternative to FM 518. Baily Road is parallel to and approximately two miles south of FM 518. The right of way for FM 518 is constrained by existing development, making a major expansion of FM 518 unlikely. Constructing Baily Road is the most feasible alternative for providing a parallel transportation corridor to relieve FM 518. The major thoroughfare intersections on this route are SH 35, Veterans Road, McLean Road, Harkey Road, FM 1128, Old Chocolate Bayou Road (CR 89), Southwyck Boulevard (CR 90), and SH 288. This route is also adjacent to or within one mile of three planned new school facilities. This project is on the City's adopted Thoroughfare Plan and is a vital link in the regional road network. A portion of the road is adjacent to or in the City of Manvel extraterritorial jurisdiction and is also on that City's thoroughfare plan.
