1999-12-13 CITY COUNCIL PUBLIC HEARING MEETING MINUTES432 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF. THE CITY OF PEARLAND, TEXAS, TO BE HELD ON DECEMBER 13, 1999 AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Councilmember Helen Beckman Councilmember Richard Tetens Councilmember Larry Wilkins Councilmember Klaus Seeger City Manager Glen Erwin City Attorney Darrin Coker City Secretary Young Lorfing Absent: Mayor Pro -Tem William Berger Others in attendance: Executive Director P. E. D.C. Mike Chance; Deputy City Manager Alan Mueller; Police Chief J.C. Doyle; City Engineer John Hargrove; Director of Community Development and Services Gene Tumlinson; Assistant City Attorney Nghiem Doan; Public Works Director Jerry Burns; Project Manager Michael Ross; Purchasing Officer Gordon Island. PURPOSE OF THE HEARING - REVIEW PROPOSED COMPREHENSIVE PLAN FOR THE CITY OF PEARLAND INCLUDING, BUT NOT LIMITED TO, A LAND USE PLAN, A PARKS AND OPEN SPACE PLAN, A TRANSPORTATION PLAN, A DRAINAGE AND FLOOD CONTROL PLAN, A WATER AND WASTEWATER PLAN AND A COMMUNITY FACILITIES PLAN. STAFF REVIEW OF PROPOSED COMPREHENSIVE PLAN. Project Manager, Michael Ross, reported that this is the second public hearing for the City's Comprehensive Plan. The first hearing was conducted on July 21, 1999. Mr. Ross further reported the major components of the plan are land use, the parks and open space, transportation, drainage and flood control, the water and wastewater master plans, and the community facilities. He also gave an overview of the major goal of the Comprehensive Plan. Page 1 of 3 - 12/13/1999 0 CITIZEN COMMENTS Bruce Foster, 3011 Country Club, addressed Council regarding the part of the Comprehensive Plan that refers to Yost Road. He stated that it is his understanding that anything to do with Yost Road has been blocked out of the Comprehensive Plan, and is put on hold for further study. Mr. Foster requested that Yost Road continue to be blocked out of the Comprehensive Plan, and Council do nothing to change the classification of Yost Road or do anything that could jeopardize or block the possible extension of Scarsdale to Yost Road. He further stated the upcoming traffic review may show that Scarsdale should be opened to FM518 through Yost Road. Catherine O'Brien, 3010 Country Club, addressed Council and stated that she also supports sitting aside any action on Yost Road until such time that a regional traffic study has been completed. Bob Burgess, 2704 Pine Cone Lane, addressed Council and commented on the land use portion of the plan. He stated his concerns are for the property he owns that is shown as residential. He also reported that at this time, he has submitted an application to the City to change zoning of his property to General Business. Tom Pool, 2120 Country Club, also addressed Council regarding Yost'Road, and his concern is that the City cannot provide services to a part of the City on the other side of Green Tee Subdivision, east of Clear Creek, without going trough Green Tee. Mr. Pool said that he feels, it is the City's obligation to provide services to the residents of that area since the City elected to annex the area. Stella Roberts, 2918 Green Tee, addressed Council and stated as a former Councilmember and someone who is very interested in the affairs of Pearland for many years, wants to remind the Council that Vernon Henry and Associates were hired several ago to do this Comprehensive Plan, and they have presented a plan that leaves Yost Road as a connector street. Mrs. Roberts stated that she realizes the traffic plan is being studied, but why change the work of a paid consultant. In closing she stated that the City should value the opinions of the paid consultant, and leave Yost Road as a connector street. Neil West, 2218 Country Club, addressed Council and thanked them for getting involved in the Comprehensive Plan. He also made a comment about the asphalt plant and stated that he assumed it is a tax base type situation for the City, but there are a lot of other factors involved in it, and he did not know anything about the plant until two weeks ago. He said he would like to have more knowledge on the construction of an asphalt plant in the middle Page 2 of 3 - 12/13/1999 034 of down town. He is concerned about the smell, the heavy vehicles, and any other impact it may have in the community. Pamela Box, 3905 Fox Run, addressed Council and asked if she could talk about the asphalt plant at this time? Mayor Reid stated that is a separate issue that will be discussed at the Regular Council Meeting following this meeting. COUNCIUSTAFF DISCUSSION Councilmember Seeger stated that Council has requested that the Yost Road be blocked out of the Plan pending further study. Councilmember Seeger also stated there have not been any changes to the plan regarding Yost Road, it has remained just as it was presented in the beginning.
