MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, TO BE HELD ON NOVEMBER 22, 1999 AT 7:00 P.M., IN THE
COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

PURPOSE OF HEARING - PROPOSED REINVESTMENT ZONE NUMBER 8.
To consider the creation of a Reinvestment Zone No. 8, to be located at 2900 Fellows Road
in Pearland, in accordance with § 312.201 of the Tax Code and City of Pearland Resolution
No. R98-59.
STAFF REVIEW
P.E.D.C. Executive Director, Mike Chance, addressed Council and stated this industrial
prospect wants to make Pearland their next home. This prospect is Number 99-28, and is
looking at a sight on Fellows Road which is the Beltway. They have purchased, and are
looking at moving two of their operations to that sight, and building a new facility. Their
current employment is one -hundred and sixty-nine jobs, and when the new facility opens
they plan to add seventy-five more jobs. They are going to build a one -hundred twenty five -
thousand square foot manufacturing facility, and will have a capital investment of
$9,000,000 in that property. The building will cost in excess of $6,000,000. They will be
installing $1,500,000 in new equipment, and will be moving in more than $2,000,000 of
equipment they already have. The property has been purchased and is valued at $930,000.
He further reported that their gross payroll will be in excess of $8,000,000. The average
wage of the employees will be $19.20 per hour. Mr. Chance further explained the benefits

the City would derive from the reinvestment zone. This is an international company. The
headquarters are located in Germany. Mr. Chance introduced two representatives from the
company, Mr. Samuel Smith and Mr. Robert Hill. He also introduced Nancy Powell, with
Harris County, who along the Houston Area Partnership brought this prospect to Pearland.
CITIZEN COMMENTS
Nancy Powell, Harris County Office of Economic Development, addressed Council and
expressed her support on behalf of Turbo -Care for the proposed facility in Pearland. She
further stated that Harris County has completed their analysis, and due diligence. This
facility does meet Harris County's guidelines for tax abatement, therefore, Harris County is
supporting it, and has recommended the tax abatement to County Commissioner EI Franco
Lee. Both Commissioner Lee and Judge Robert Eckels have expressed their support of this
project.
COUNCIL/STAFF DISCUSSION
Councilmember Seeger asked if this company is consolidating its office in Manvel and
Houston?
P.E.D.C. Executive Director, Mike Chance, reported that this is a relocation of those
facilities. They will close those facilities down and move them to the new location.
