The meeting was called to order at 6:33 PM.
II. PURPOSE OF HEARING
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from classification Suburban Development District (SD) to Light
Industrial District (M-1) on the following described property, to wit:

record. Director of Community Development and Services Gene Tumlinson showed the
location map.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Carole Alford, explained that she and her husband have owned L & B Protective Coating
for about thirty years. She stated that only one family that was originally there is still
remaining. She added that all of the new residents have chosen to move into this area
with this business existing. Ms. Alford explained that Cullen Boulevard is considered to
be an industrial corridor for Pearland. She stated that the businesses pay City sales tax.
She also added that years ago the map showed this as an industrial area.
Gene Alford, President of L & B Protective Coating, explained that they just need this
zone change to continue their business.
Paul Brent Durrett, stated that he owns the property next to this. He has never had any
problems with the business. He reifterated the fact that this is an industrial area.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
Emma Vaughan, 925 FM 865 explained that she and her husband own the North half of
Lot 7. She stated that Mr. & Mrs. Alford have the shop on the South half of this lot. Mrs.
Vaughan explained that when they found out that the property would be used for
sandblasting, they bought the five acres between them to act as a buffer. She stated
that she does not intend financial harm for anyone, however, residential and industrial
can not co -exist. She feels that Commercial or General Business zoning would be more
suitable. Mrs. Vaughan stated that she turned in approximately forty signatures on a
petition against this zone change request.
Pat Pounds, 4230 Hawk Road, stated that she moved into the area in the early 70's. She
explained that they have never had a problem with this existing business, however,
industrial zoning allows too many options of what someone could move in there.
Joe McWhirter, 1422 CR 556, represented his homeowners association. He stated that
they are concerned about expansion of the businesses in the area if zoned industrial.
He added that hopefully the City could come up with some way that these businesses
could exist as they are and not expand. He also added that the area is predominately
residential.
Angela Wishon, 3939 Crystal Lake Circle South, explained that she has only lived in her
home for approximately fifteen months. She stated that Cullen Boulevard is already a
very busy street. She added that the goal for this area seems to be more residential with
Silverlake and the proposed Shadow Creek Ranch.

Frank Wenglar, 418 Cullen Boulevard, presented a map showing mostly residential in the
area. He stated that the existing businesses are grandfathered, therefore, he does not
feel that they should be zoned industrial. He expressed concern for the heavy truck
traffic industrial zoning would create.
V. COUNCIUPLANNING COMMISSION/STAFF DISCUSSION
Mayor Pro -Tem William Berger asked if Director of Community Development and
Services Gene Tumlinson was aware of any plans to expand this business.
Mr. Alford, the property owner, stated that there were no plans for expansion at this time.

Paul Brent Durrett, 1115 Cullen Boulevard, stated that the present use of the property is
heavy industrial, however, a zone change request for such was denied. He explained
that there are industrial businesses surrounding this property.
Carole Alford, 2907 Yorkshire Court, explained that this was the use of the property when
it was annexed into the City.
Gene Alford, 2907 Yorkshire Court, stated that they have worked in perfect harmony with
the surrounding residents for years.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
Emma Vaughan, 925 FM 865, expressed concern that residential and industrial do not
mix. She explained that widening Cullen Boulevard is a problem because of the
cemetery.
Pat Pounds, 4230 Hawk Road, explained that even though these businesses are
grandfathered, they should not be rezoned to industrial. She stated that General
Business would be a much better zoning for these properties due to the number of
residences in the area.
Joe McWhirter, 14202 CR 556, Vice -President of Hawk Meadows homeowners
association, stated that they are totally opposed to any increase in industrial businesses
in the area. He expressed concern that industrial zoning allows too wide a range of uses.
Frank Wenglar, 418 Cullen Boulevard, reitterated the fact that industrial zoning is not
compatible with the area. He stated that if Cullen is a corridor for Pearland, we should
make it nice for people coming in. He also expressed concern for heavy truck traffic.
Steve Alsef, explained that he grew up in an industrial area in Houston. He stated that
it is not a good place to raise kids.
Angela Wishon, 3939 Crystal Lake Circle South, expressed concern for dagners with bus
traffic and heavy truck traffic. She stated that she does not discourage business in the
area, but does not want industrial.
Carolyn Wenglar, 418 FM 865, spoke in opposition to the requested zone change.
V. COUNCIUPLANNING COMMISSIONISTAFF DISCUSSION
Mayor Pro -Tem William Berger asked if the current use would be allowed in Commercial.
Director of Community Development and Services Gene Tumlinson stated that
Commercial is appropriate for the current use.

Mike Bowlen, Vice -President and Chief Financial Officer of Follett Veneers, Inc.,
explained that they bought the company three years ago. He stated that it is growing very
rapidly. He added that they received zoning on adjoining property several months ago
and they are now requesting original property be zoned the same. Mr. Bowlen explained
that they have gone from seven to thirty employees and most of them, including himself,
live in the area.

Karen Ritchey, 2553 Miller Ranch Road, explained that they own several properties
around this. She stated that she is not sure why he is trying to rezone to R-4. She added
that she does not want patio homes to be built there.
George Ritchey, 2553 Miller Ranch Road, stated that he owns forty three acres
surrounding this property. He added that they are surrounded by subdivisions now. He
expressed concern that the property owner had mentioned building apartments on this
property.
Harold Beris, 9030 Camelots Court, explained that his property backs up to this property.
He stated that he would not mind homes being built on this property, however, he is
opposed to apartments.
V. COUNCIUPLANNING COMMISSION/STAFF DISCUSSION
Councilmember Larry Wilkins asked Director of Community Development and Services
Gene Tumlinson what the differences are between R-1 and R-4 zoning. Mr. Tumlinson
stated that R-1 requires a minimum lot size of eight thousand square feet with eighty foot
of frontage and R-4 requires a minimum of five thousand square feet with fifty foot of
frontage. He added that apartments would not be allowed in R-4.

Suburban Development is for agricultural use only. He added that each property owner
should request a zone change according to the use of the property. He also explained
that R-1 is large lot residential zoning.
