1999-10-25 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTES191 MINUTES - JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING & ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, OCTOBER 25, 1999, AT 6:30 PM IN THE COUNCIL CHAMBERS OF CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS A series of Joint Public Hearings was called to order at 6:34 PM with the following present: Mayor Tom Reid Mayor Pro -Tem William Berger Councilmember Helen Beckman Councilmember Klaus Seeger Councilmember Richard Tetens Councilmember Larry Wilkins P&Z Chairperson Mary Starr P&Z Commissioner Emil Beltz P&Z Commissioner Donald Glenn P&Z Commissioner Todd Iocco Application No. 831 I. CALL TO ORDER r The meeting was called to order at 6:35 PM. II. PURPOSE OF HEARING Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from classification Suburban Development District (SD) to Light Industrial District (M-1) on the following described property, to wit: Legal Description Being 23.69 acres of land, out of a 43.3143 acre tract, F.B. Drake Survey, A-1181, Harris Co., TX (2900 Fellows Road) Owner TurboCare 5710 Ransom Street Houston, TX 77087 Planning and Zoning Chairperson Mary Stan read the purpose of the hearing into the record. Director of Community Development and Services Gene Tumlinson showed the location map. HI. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST -1- 192 Jim Williams, General Manager ofTurbocare, explained the operations of their business. He stated that they purchased the property in the Spring of 1999. He added that they have been in business in the greater Houston area for thirty years and presently employ one hundred six -nine people. He also stated that they will hopefully add seventy-five employees in the next five years. Mike Chance, City of Pearland Economic Development Corporation Director, spoke in support of this request. He stated that Turbocare is an outstanding international company that would be an asset for our community. IV PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST none II. PURPOSE OF HEARING Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from classification Suburban Development District (SD) to Single Family Dwelling District (R-3) on the following described property, to wit: Legal Description Being approximately 10 acres, a.k.a., Lot 34, Allison Richey Gulf Coast Home Co. Survey, A-304, recorded in Vol. 2, pg 107, plat records of Brazoria Co., TX (Miller Ranch Road) Owner The Ritson Morris Corporation 2621 Joanel Street Houston, TX 77027 ba Agent John N. Taylor 2709 Lighthouse Drive Houston, TX 77058 Planning and Zoning Chairperson Mary Starr read the purpose of the hearing into the record. Director of Community Development and Services Gene Tumlinson showed the location map. He explained that this is the second phase of Autumn Lake subdivision. III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST John Taylor, 2709 Lighthouse Drive, Houston, explained that this is the final ten acre tract in a one hundred forty acre subdivision. He stated that the other acreage has already been zoned R-3. IV PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST Alec McKennon, 3202 Camelot Court, asked how this zone change would affect his property which is located directly across from the subject property. V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Director of Community Development and Services Gene Tumlinson stated that this proposed zoning would not affect Somersetshire Estates. Councihnember Klaus Seeger stated that at least Mr. McKennon would have the assurance that this property would be developed as residential. VI.
