1999-10-11 CITY COUNCIL PUBLIC HEARING MEETING MINUTES155 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, TO BE HELD ON OCTOBER 11, 1999 AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid William Berger Larry Wilkins Klaus Seeger Helen Beckman Glen Erwin Darrin Coker Young Lorfing Absent: Councilmember Richard Tetens. Others in attendance: Deputy City ManagerAlan Mueller; Executive Director P.E.D.C. Mike Chance; City Engineer John Hargrove; Director of Community Development & Services Gene Tumlinson; Public Works Director Jerry Burns; Purchasing Officer Gordon Island; Assistant Police Chief Johnny Spires; Project Manager Nghiem Doan. PURPOSE OF HEARING - PROPOSED REINVESTMENT ZONE NUMBER 6. To consider the creation of a reinvestment zone and tax abatement for Packaging Service Co. Inc., to be located at 1904 Mykawa in Pearland in accordance with § 312.201 of the Tax Code STAFF REVIEW P.E.D.C. Executive Director, Mike Chance, addressed Council and stated it is an honor to work with existing businesses that have been in Pearland for a while. This business is providing jobs and paying taxes to the community. Mr. Chance further stated that this business is in the process of a major expansion due to the good business that they have. Packing Service Co. Inc., Vice President of Operations Jean' Pierre Baizan gave a brief presentation regarding the facility expansion to their current facility. He further stated that the company is doubling the size of their warehousing, in preparation to absorb essentially fifty -percent in growth of the business. He also reported this is a $1.4 million expansion, and they expect to increase their jobs by fifty -percent, going from ninety-eight jobs to one hundred -fifty jobs within the next five years. Page 1 of 2 -10/11/1999 160 P.E.D.C. Executive Director, Mike Chance, stated that Mr. Baizan gave a good overview of the project. Mr. Chance further stated the Staff has reviewed this carefully and it is their recommendation to move forward with this reinvestment zone and tax abatement. CITIZEN COMMENTS None. COUNCIUSTAFF DISCUSSION Mayor Pro -Tem Berger stated year before last, Mr. Baizan's company, Solvents & Chemicals was awarded Pearland's Industry of the Year. Mayor Reid stated that Mr. Baizan already has been awarded several contracts with several major national companies, and the due dates are coming up in the near future.
