111. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Frank Salvucci, Sr., 2300 Hagen Oaks Boulevard, Bakersfield, California, read off of the
Joint Public Hearing minutes where his zone change applications had previously been
considered. He addressed several of the people who spoke against his requests. He
stated that he originally applied for M-2 zoning because he thought that was appropriate
for the area. Mr. Salvucci read off a list of uses that would be allowed in M-2. He added
that his companies do not require M-2 zoning. Mr. Salvucci stated that his company has
co -existed with the surrounding neighbors in Pearland for ten years. He stated that his
companies do not release chemicals or hazardous materials. He also added that they
would like to continue their business in Pearland.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
Eleanor Whaley, 7106 Robin Sound, explained that she is a resident of Robin Cove, a
subdivision directly across the road from the property on Roy Road. She stated that the
homes range from one hundred to three hundred fifty thousand dollars. She explained
that the traffic and noise from industrial type traffic would devalue their homes. In
addition, she expressed concern regarding the narrow bridge and deep ditches on Roy
Road.
Steven Davis, 6914 Sharon Drive, showed the subdivision platfor Sharon Estates dated
1963 showing the property as residential use. He expressed concern for other
businesses that might come in if this property is zoned for industrial. He stated that
Garden Road is being destroyed by large trucks. He is concerned that Roy Road will
also be damaged. Mr. Davis stated that the comprehensive plan shows this area as
residential.
Steven Pappas, 6926 Sharon Drive, expressed concerns regarding the contamination
of their water and the heavy traffic. He stated that Roy Road is already dangerous
because of the truck traffic.

Wendy Standorf, 7125 Robin Meadow, stated that the Board of Directors of the Robin
Cove Homeowners Association had submitted a letter requesting denial of the previous
application for M-2. She stated that they have the same concerns as before, such as the
safety of the children and the narrow roads and bridges.
Mike Whaley, 7013 Robin Sound, urged the Council and Planning Commission to deny
these requests. He was concerned that once the property was rezoned, the owner could
resale it. He is concerned with the next business that might come in.
Don Loftin, 6822 Sharon Drive, stated that their property is adjacent to the proposed
zone change application number 830. He presented a letter in opposition to the zone
change requests.
Citizen, 7013 Cliff Stone Road, expressed concerns with the noise of an industrial type
business.
Peter Lack, 7126 Robin Meadow, stated concerns with eighteen wheel trucks using Roy
Road.
Steve Whaley, 7122 Robin Meadow, expressed his opposition to both requests
Roy Allison, 7118 Robin Sound, stated that he works for a industrial type company. He
explained that they use toxic products in their welding process, painting, etc.. He also
stated that his previous comments were concerning the type of people who work there,
not their race. He added that the bus stop is located directly across from the property
in application 830. Mr. Allison also expressed concerns with the curve in the bridge on
Roy Road and the outside storage of supplies.
Jerald Landis, 1913 Robin Meadow, stated that he has the same concerns as his
neighbors. He also explained that he moved out of Houston to get away from
businesses.

III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Frank Salvucci, Sr., stated that he owned the property before the Robin Cove
Subdivision was developed.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
Eleanor Whaley, 7106 Robin Sound, stated that the property was purchased for Robin
Cove in 1982. She added that development of the subdivision started in 1984 and was
accepted by the City in 1997. She expressed concern that Roy Road could not handle
the heavy traffic.
Steven Davis, 6914 Sharon Drive, explained that there is an H.L. & P. easement
between the property on Garden Road and Roy Road. He expressed concern that
Sharon Drive might be used to access the properties.
Wendy Standorf, 7125 Robin Meadow, stated that she objects to this change for the
same reasons she mentioned regarding Application 819 and 829. She also stated that
zoning vacant land M-1, leaves it too open.
Roy Allison, 7118 Robin Sound, stated that the H.L. & P. easement would not prohibit
expansion. He added that it is very easy to get access across the easement. He
explained that he chose to move to Pearland after moving thirty seven times as a child.
He stated that he would like to stay in Pearland.

Peter Lack, 7126 Robin Meadow, explained that he does not want Roy Road to be like
Garden, Road. He stated that he does not want to live next to industrial property. He
also expressed concern regarding the large trucks on Roy Road.
Don Loftin, 6822 Sharon Drive, expressed opposition against Zone Change Application
No. 830. He stated that his property is adjacent to this.
Steve Whaley, 7122 Robin Meadow, stated that this proposed zone change affects more
than economics. He added that no one wants industrial type businesses in their back
yard.
Joe Brown, Roy Road, presented pictures of the bridge on Roy Road. He explained that
there is no shoulder and very deep ditches.
Steve Pappis, 6926 Sharon Drive, expressed concern about the increase in traffic that
would be caused by this type zoning. He also stated that contaminates could seep into
their water wells.
Bruce Hornsby, 7121 Robin Meadow, stated that he is concerned about the way the
property owner conducts business because he stated his part and left the meeting.
Marsha Maury, 1938 Garden Road, explained that her mobile backs up to this property.
She has enjoyed the land behind her being vacant.

Rhonda Triplett, 3010 Hatfield, stated that she is concerned about contamination to the
water system with batteries, etc. She stated that she would like to know the plans for
disposing of batteries. She also asked whether the batteries would be stored on site.
She explained that there are four homes, a swimming pool and a business on the
property. She was concerned whether they had enough sewer to serve all of these
facilities. She also stated that a bar could be opened on this property if it is zoned
General Business.
Citizen, 3133 Wagontrail, stated that he wants to know what type of business will be run
on this property.
Harold Cheek, 3322 Hatfield, stated that he is opposed to the request.
Donna Spriggins, 3915 Beechwood, explained that she owns the property where a
retirement home facility will be built in the future, therefore, she is concerned what type
of business is being proposed.
Yolanda Aguilar, owner, explained that it is an existing mechanic shop. She also stated
that they.have companies who remove all waste products. She added that they have
City sewer.
Donna Spriggins, 3915 Beechwood, urged the Council and Planning Commission to
deny this request.
V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Director of Community Development and Services Gene Tumlinson explained that there
is presently two metal buildings on the property. He stated that it appears to be an
automobile related business. He also added that there is a mobile home in front of the
metal buildings and existing homes.

Councilmember William Berger stated that they are zoning dirt. He added as long as the
business falls under General Business zoning, it would be allowed if the property was
rezoned.

111. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Michael Vavricka, 2230 Garden Road, explained that he has owned this property for
seven years. He stated that he has greatly improved the property since he purchased
it. He also placed a mobile home on the property to live in. Mr. Vavricka explained that
he later added other mobile homes to rent out. He reminded Council and Planning and
Zoning that not all people can afford homes or apartments starting at six hundred fifty
dollars a month. He showed a picture of the park and explained that it is surrounded by
businesses. Mr. Vavricka urged Council and Planning and Zoning to approve the zone
change request so that he can continue to improve the property.

Tom Hodges of Crane Technologies explained that the lots to the East of this property
are zoned industrial. He stated that he owns Lot 10 and four acres South of this. He
added that Mike is an exceptional owner and keeps the property very manicured. He
explained that he has no problems with Mike or the residents.
Donna Lund, 2245 Garden Road, stated that her business is located South of the mobile
home park on Lots 11 and 12. She explained that her property is zoned M-2. She also
reiterated the fact that the property is very well maintained.
Hope Hearing, 2230 Garden Road, explained that he has lived in this mobile home park
for five years. He stated that Mike keeps the property very nice and safe.
Carol Bensen, 2230 Garden Road, stated that she has lived in the mobile home park for
two and a half years because she did not want to live in an apartment. She explained
that she can not afford to buy a home, but now lives in a nice three bedroom, 2 bath
mobile home. She stated that Mike keeps the property and the mobile homes in good
shape.
Max Dutton, 2222 N. Austin, explained that he has known Mike Vavricka for sixteen
years. He stated that Mike has two mobile homes in his park and if the tenants are
trouble, Mike evicts them.
