1999-09-20 CITY COUNCIL PUBLIC HEARING MEETING MINUTES107 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, TO BE HELD ON SEPTEMBER 20, 1999 AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember City Manager City Attorney Assistant City Secretary Tom Reid William Berger Larry Wilkins Helen Beckman Glen Erwin Darrin Coker Wendy Standorf Absent: Councilmembers Richard Tetens and Klaus Seeger. Others in attendance: Sr. Project Manager Alan Mueller; City Engineer John Hargrove; Police Chief J.C. Doyle. PURPOSE OF HEARING - PROPOSED ANNEXATION To consider the proposed annexation of approximately 314.6 acres generally located north and east of the existing City limits. STAFF REVIEW OF PROPOSED SERVICE PLAN Sr. Project Manager, Alan Mueller, stated that this is the second of two required public hearings, and all legal requirements have been met. He gave a brief presentation of the location of the property, and stated that the property is in Harris County. It consists of two tracts of land one being 48.75 acre tract and a 265.85 acre tract. Together they comprise 314.6 acres. This is a voluntary annexation that has been petitioned by the owners of the property. Mr. Mueller briefly reviewed the service plan and also stated thatthere are not any residents on these tracts of land, and no capital improvements are needed. CITIZEN COMMENTS Larry Marcott, 3636 Inverness Court, addressed Council and stated that he is opposed this annexation until Yost Road is opened. He further stated that he is concerned about the mobility of the City, and if we are going to have more mobility Pearland Parkway has to be opened to Monroe, and Yost Road also has to be opened. In closing Mr. Marcott stated that he cannot support this annexation because of the Council majority. Page 1 of 2 - 9/20/1999 108 COUNCIL/STAFF DISCUSSION Mayor Pro -Tem Berger stated that he does not support resolving a traffic problem, a flooding problem, or whatever it is by shifting the problem from one area to another. He said there are other ways to solve a problem rather than transferring it from one location to another.
