R97-28 05-12-97RESOLUTION NO. R97-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, REPEALING MISCELLANEOUS RESOLUTIONS AND AMENDING RESOLUTION NO. R94-32, REGARDING RULES OF PROCEDURE AND ORDER OF BUSINESS FOR THE CITY COUNCIL, FOR THE PURPOSE OF CONSOLIDATING SAID PROCEDURES AND CLARIFYING LANGUAGE REGARDING THE RESCHEDULING OF CITY COUNCIL MEETINGS; CONTAINING A SAVINGS CLAUSE AND A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That Resolution Nos. R72-4, R73-1, R91-37, R92-20, R92-22, R94-1, R94-1 5, and R94-41, as they may have been amended from time to time, are hereby repealed in their entirety. Section 2. That Resolution No. R94-32, Section I of the Rules of Procedure and Order of Business for the City Council, regarding the rescheduling of City Council meetings, shall be and the same is hereby amended to read as follows: ..."Regular meetings of the City Council shall be held on the second and fourth Mondays of each month at 7:30 P.M., and may be recessed or rescheduled from time to time at the discretion of the City Council."... Section 3. That Resolution No. R94-32, Section IV of the Rules of Procedure and Order of Business for the City Council shall be and the same is hereby amended to DELETE the following sentence: ... "For purposes of this procedural resolution, arescheduled (by Council vote) regular meeting, due to a holiday or other scheduling conflict, shall constitute a special meeting."... Section 4. Savings. All rights and remedies which have accrued in favor of the City under this Resolution and amendments thereto shall be and are preserved for the benefit of the City. RESOLUTION NO. R97-28 Section 5. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid, unconstitutional or otherwise unenforceable by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portions thereof. Section 6. Effective Date. This Resolution shall become effective immediately upon passage of its first and only required reading by City Council.
