PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD
ON FEBRUARY 14, 1994, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The Hearing was called to order with the following present:

Engineer John Hargrove.
PURPOSE OF THE HEARING:
APPLICATION NO. 40, REQUEST OF TOM PRICE, AGENT FOR PULTE HOME
CORPORATION, OWNER, FOR AN AMENDMENT TO THE LAND USE AND URBAN
DEVELOPMENT ORDINANCE FROM CLASSIFICATION SINGLE FAMILY
DWELLING DISTRICT, PLANNED UNIT DEVELOPMENT (R-2, PUD) TO
SINGLE FAMILY DWELLING DISTRICT, PLANNED UNIT DEVELOPMENT (R-
2, PUD) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
WILLOWICK II (MCLEAN ROAD)

Mayor Coppinger asked Commissioner Lenamon to introduce the members
of the Commission. It was pointed out, since both Chairman Richard
Tetens and Vice Chairman Emil Beltz were absent, that Jack Womack
would be Acting Chairman for the Commission.
SPEAKING FOR THE PROPOSED REQUEST:
1. Tom Price, Agent for Pulte Home Corporation, and Project
Manager for this area, 9409 Highway 6 South, Houston, Texas.
Mr. Price stated he wasn't requesting a zone change but a
variance to the 15' side yard between houses requirement. He
explained in previous years, they have built in Springfield
and Westwood Village on 70' lots. In Willowick II, the lot
size has gone down to 60' and they have a lot of plans that
will be difficult to get on these lots and still maintain the
15' side yard requirement.
SPEAKING AGAINST THE PROPOSED REQUEST:
1. Norberto Dasilva 4810 Apple Springs. Mr. Dasilva stated he
would like to keep the standards up as much as possible in
this area and lowering the standards will affect the value of
everyone's property. He also said a lot of people, including
himself, would like to have access to their back yards and
having less side restrictions would not favor this.
QUESTION AND ANSWER PERIOD:
A question was raised whether this item should go before the Zoning
Board of Adjustment. Director Richard Burdine informed under their
present zoning of R-2 PUD, they have a 15' side yard. Because this
request would apply to all the lots in the subdivision, that is the
reason it is being presented to the Commission and Council as a
zone change. Continuing, he said the Board of Adjustment no longer
grants blanket variances in a subdivision to the side yard
requirements. A lengthy discussion ensued regarding 15' and 12'
aggregate side yards and the number of plans that are too large to
meet the side yard requirement.

USE AND URBAN DEVELOPMENT ORDINANCE FROM CLASSIFICATION SINGLE
FAMILY DWELLING DISTRICT, PLANNED UNIT DEVELOPMENT (R-3, PUD)
TO SINGLE FAMILY DWELLING DISTRICT (R-1), ON THE FOLLOWING
DESCRIBED PROPERTY, TO -WIT:
A SUBDIVISION OF 4.6056 ACRE TRACT OF THE W.D.C. HALL SURVEY,
A-23, HARRIS COUNTY, TEXAS (GREEN TEE TERRACE, SECTION 6)
NUMBER OF SIGNATURES ON ATTENDANCE ROSTER: 11
SPEAKING FOR THE PROPOSED REQUEST:
1. Kelly Pitts, 2321 Green Tee Dr. Mr. Pitts said he was
speaking in favor of the rezoning request for not only himself
but also as the appointed agent for Golfcrest Country Club.
SPEAKING AGAINST THE PROPOSED REQUEST:
1. Bill Sudela, 909 Fannin, Suite 1400, Houston, Texas. Mr.
Sudela stated he represented an individual across from this
proposed zone change. Mr. Sudela spoke against the change.
He cited the history of the zoning of this area and stated
more use of the land could be derived from the present R-3
than from the proposed R-1.
