MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, TO BE HELD ON AUGUST 2,1999 AT 6:30 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

PURPOSE OF HEARING - PROPOSED ANNEXATION
To consider the proposed annexation of approximately 2,000 acres generally located along
State Highway 288 and south of Beltway 8, encompassing approximately 2000 acres in
Harris County and Brazoria County, Texas.
To consider the proposed annexation of approximately 700 acres generally located south
and west of the existing City limits, north of County Road 59 and east of County Road 48,
encompassing approximately 700 acres in Brazoria County, Texas.
To consider the proposed annexation of approximately 240 acres generally located west
of the existing City limits at FM 1128, north and south Of Fite Road, encompassing
approximately 240 acres in Brazoria County, Texas.
STAFF REVIEW OF PROPOSED SERVICE PLAN
Sr. Project Manager, Alan Mueller, reviewed the areas that are being considered for
annexation on the map. He stated that this is the second of two required public hearings.
It has been properly advertised in the July 21, 1999 Pearland Reporter Newspaper in
accordance with the terms in the statute. Mr. Mueller gave an overview of the service plans
for the proposed areas. He stated that the City services provided under the plan will be
equal to or exceed the services that the tracts are receiving prior to annexation. With regard

to public roads and streets the only road under which the City would have jurisdiction for
maintenance is in Area Three a section of approximately 1500 feet of Fite Road, west of FM
1128, would become part of the City's maintenance responsibilities. Mr. Mueller further
stated that there are very limited pieces of property located in Tom Bass Park, which is a
Harris County Facility, that will continue to be maintained by Harris County. The City will not
be taking over any operational responsibilities for any public parks, playgrounds, swimming
pools, or any other publicly owned buildings in these tracts that will require immediate City
maintenance. He further reported that there is no need for any capital improvements
necessary for any required facilities such as police, fire, solid waste, water, sewer, parks,
or any other buildings. In regards to water and wastewater service within theses areas, as
it is within all other parts of the City, the policy is that the individual property owner or
customer desiring to connect onto the service must pay the cost of the line extension in
order to be served by the water and sewer of the City, as well as to pay any required fees
or tap fees. In closing Mr. Mueller stated that the first proposed reading of the ordinance to
adopt these annexations will be on August 23, in conformance with the schedule that is laid
out by state statute.

COUNCIL/STAFF DISCUSSION
Mayor Reid asked if the City was to annex Tom Bass Park what type of service
requirements would the City have for that?
Sr. Project Manager, Alan Mueller, stated that the City would not have any type of service
requirement because it is a Harris County Park, owned and operated by Harris County. If
there is a call for Fire, Police, or EMS, it would be the responsibility of the City to make
those types of service calls.
Additional discussion ensued between Council and staff regarding the annexing of Tom
Bass Park.
