PEARLAND, TEXAS, TO BE HELD ON JULY 26, 1999 AT 6:30 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

PURPOSE OF HEARING - PROPOSED ANNEXATION
To considerthe proposed annexation of approximately 2,000 acres generally located along
State Highway 288 and south of Beltway 8, encompassing approximately 2000 acres in
Harris County and Brazoria County, Texas.
To consider the proposed annexation of approximately 700 acres generally located south
and west of the existing City limits, north of County Road 59 and east of County Road 48,
encompassing approximately 700 acres in Brazoria County, Texas.
To consider the proposed annexation of approximately 240 acres generally located west
of the existing City limits at FM 1128, north and south of Fite Road, encompassing
approximately 240 acres in Brazoria County, Texas.
STAFF REVIEW OF PROPOSED SERVICE PLAN
City Manager, Glen Erwin, reported that these proposed annexation locations have been
previously discussed and Alan Mueller will conduct the presentation.
Sr. Project Manager, Alan Mueller, stated that this public hearing is required by State Law,

t has been properly advertised in the July 14, 1999 Pearland Reporter Newspaper in
accordance with the terms in the statute. Mr. Mueller outlined the three areas that are being
considered for annexation. The first area is primarily north of Clear Creek to the west, and
is bounded by Hopper Road to the north, and is bounded by Beltway 8 going to Fellows
Road on the east side, and then back around. Almost all of Tom Bass Park has been
excluded, because the City is focusing on undeveloped property, and frontage along the
primary thoroughfares in the community. Area number two is the area north and east of
County Road 59 and County Road 48. In this area there are two residences, one in the
northeast corner and the other in the southwest corner. It has been discussed to go around
these residential areas. Area number three has been configured to exclude all of the
populated areas as previously discussed, and the property to be annexed is west of 1128,
south of Fite Road, and then north of Fite Road. Mr. Mueller gave an overview of the service
plans for the proposed areas. He stated that the City services provided under the plan will
be equal to or exceed the services that tract is receiving prior to annexation. He further
stated that within Tract One and Tract Two there are no existing main roads that will come
under the jurisdiction of the City of Pearland for maintenance. Within tract three is State
Highway 288 and the frontage roads which are maintained by the State. There is
approximately fifteen -hundred feet of Fite Road also know as County Road 91 that would
be added to the City's maintenance. Mr. Mueller also reviewed all other City services that
are required by the service plans, and at the present time there is not a need for any capital
improvements. He further stated that the City will make available sewer capacity as well as
drinking water capacity. It is the property owner's responsibility to pay for their line to be
extended to these City services. In closing Mr. Mueller stated that the second and final
public hearing will be on Monday, August 2, 1999, at 6:30 p.m. in the Council Chambers.

COUNCIL/STAFF DISCUSSION
Councilmember Berger asked what is the disadvantage of including Tom Bass Park in the
annexation?
Sr. Manager, Alan Mueller, responded that the down side is that it is all tax exempt property
and there is no taxable value within the boundaries of the park. The City would be
responsible for all the Fire, Police, and EMS coverage without any tax funding. All of the
maintenance is funded by Harris County. Mr. Mueller also stated that in the proposed
annexation notices Tom Bass Park was included. However, the law does allow the City to
annex less property in the legal description, the City just can't increase the amount property
over the amount of land that is published in the legal description. Mr. Muller also stated that

it would be Staffs recommendation not to include the two residences in Tract Two of the
annexations and it would be very easy to go around them.
