R99-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, RECOMMENDING THAT HARRIS COUNTY AWARD THE MORENCI STREET WATER AND SEWER CONSTRUCTION CONTRACT TO McLAT CONSTRUCTION INCORPORATED. WHEREAS, the City passed Resolution No. R96-1 on January 22, 1996, approving the submission of a project to the Harris County Community Development Agency under the Community Development Block Grant Program for the extension of the existing City water lines and sanitary sewer system into the Morenci Street service area (the "Project"); and WHEREAS, of the bids received by Harris County for the Project, the bid from McLat Construction Incorporated was the lowest; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS': Section 1. That the City Council hereby recommends that Harris County award the Morenci Street water and sewer construction contract to McLat Construction Incorporated. Summary: In 1996, the City of Pearland applied to the Hams County Community Development Block Grant (CDBG) Program for the Morend Street Water and Sewer Installation project. CDBG funds are controlled by the United States Department of Housing and Urban Development, and administered locally by county government. On June 11 1996, the Hams County Commissioners Court approved the allocation of $253,137 in federal funds, to be matched with $32,063 in City funds. The City's portion of the project was exclusively for engineering services. In March of 1997, the City signed an agreement with Hams County to commit to the project, and Hams County executed the agreement in August 1997. On Tuesday, June 15, 1999, the bids for the Morend St. Water and Sewer Project were opened. The Hams County Engineer forwarded the bids to the City for evaluation and recommendation. The City's consultant, Walsh Engineering, Inc., completed the review and tabulation of the bids and recommend award of the contract to the low bidder, McLat Construction Incorporated in the amount of $191,725. A copy of the bid tabulation and consultant's recommendation is attached for reference. There should be no remaining City costs associated with this project. Recommendation: Staff recommends approval of the resolution recommending contract award to McLat Construction Inc. for $191,725.
