R2003-0084 06-16-03RESOLUTION NO. R2003-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING THE FUNDING REQUEST MADE BY CONGRESSMAN TOM DELAY FOR THE GENERAL RE- EVALUATION REVIEW OF THE US ARMY CORPS OF ENGINEERS CLEAR CREEK PROJECT BE REINSTATED IN THE 2004 FEDERAL BUDGET. WHEREAS, 2004 funding for the Clear Creek Channelization project has been discontinued from the President's Federal budget; and WHEREAS, areas along the Clear Creek watershed have suffered property damage not only from storms caused by Tropical Storms Francis and more recently Tropical Storm Allison but also unnamed thunderstorms that have passed through the area; and WHEREAS, these losses are not confined to the City of Pearland but have occurred in other cities located along the Clear Creek watershed such as Kemah, Friendswood, Taylor Lake Village, Seabrook, and League City; and WHEREAS, local entities have and continue to invest in millions of dollars in local drainage and flood prevention projects in our neighborhoods; and WHEREAS, the full-impact of these locally sponsored flood mitigation efforts is dependent upon the completion of the Corps improvements to Clear Creek; and WHEREAS, in conjunction with the general re-evaluation review of the Clear Creek Channelization project a Flood Plain Management Plan will be developed per Policy Guidance Letter (PGL) #52 which provides a technical analysis to quantify current and future flooding conditions, to consider the increase in future flood levels that will be caused by new development, to incorporate mitigation techniques to minimize impact, and to provide a vision for future uses of the community's land within and outside the floodplain; and WHEREAS, from these studies of the entire watershed area hazard, mitigation can be identified so that future flood damages will be lessened through elevating structures from the predicted flood level, enhancing the natural flood storage of a floodplain with detention basins, non-structural approaches such as buyouts or updating RESOLUTION R2003-84 floodplain ordinances to reflect the more recent flood data; and WHEREAS, many activities occurring in a watershed are inter-related and, therefore managing water resources has evolved into a collaborative effort to assure use of water resources in a sustainable manner; and WHEREAS, all cities and taxpayers located throughout the Clear Creek watershed will benefit from a mutually agreed to project using these studies as the basis to prevent future flooding in the area; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. The City supports Congressman Tom Delay's $1.2 million dollar request within the Energy and Water Development Appropriations Bill for the Clear Creek General Re-Evaluation for fiscal year 2004. Section 2. The City also urges all involved entities located along the watershed to pass similar resolutions to ensure funding and support of the US Army Corps of Engineers Clear Creek Project.
