WHEREAS, 2004 funding for the Clear Creek Channelization project has been

occurred in other cities located along the Clear Creek watershed such as Kemah,
Friendswood, Taylor Lake Village, Seabrook, and League City; and
WHEREAS, local entities have and continue to invest in millions of dollars in
local drainage and flood prevention projects in our neighborhoods; and
WHEREAS, the full-impact of these locally sponsored flood mitigation efforts is

WHEREAS, in conjunction with the general re-evaluation review of the Clear
Creek Channelization project a Flood Plain Management Plan will be developed per
Policy Guidance Letter (PGL) #52 which provides a technical analysis to quantify

will be caused by new development, to incorporate mitigation techniques to minimize
impact, and to provide a vision for future uses of the community's land within and
outside the floodplain; and
WHEREAS, from these studies of the entire watershed area hazard, mitigation
can be identified so that future flood damages will be lessened through elevating

floodplain ordinances to reflect the more recent flood data; and
WHEREAS, many activities occurring in a watershed are inter-related and,
