A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING WORK AUTHORIZATION #10 SUPPLEMENT #3
FOR ENGINEERING AND SURVEYING SERVICES ASSOCIATED WITH
THE PEARLAND MOBILITY AND DRAINAGE BOND PROGRAM (YOST
ROAD PROJECT).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Turner,
Collie and Braden, Inc., ("T C & B) for Program Management of the Pearland Mobility and
Drainage Bond Program was authorized by the City Council on December 10, 2001.
Section 2. That T C & B has developed work authorization #10 Supplement #3,
which is attached hereto as Exhibit "A".
Section 3. That work authorization #10 Supplement #3 for engineering and
surveying services associated with the Yost Road Project is hereby approved.

WORK AUTHORIZATION NO. 10
SUPPLEMENT NO. 3
This Work Authorization is made pursuant to the terms and conditions of the Pearland
Mobility & Drainage Bond Program, hereinafter identified as the "Contract," entered into
by and between the City of Pearland ("City"), and Turner Collie & Braden Inc.
("Engineer).
PART 1. Work Authorization No. 10 is related to the improvement of Yost Boulevard
from Broadway (FM 518) to Clear Creek. The Engineer will perform Engineering design
services, Topographic Survey, ROW Survey and Hydrologic and Hydraulic studies under
this Authorization.
PART 2. The maximum amount payable for services under this Work Authorization,
Supplement No. 3 is $32,227.00. This amount is based on the attached fee proposals
submitted by: J.F. Thompson, Inc., dated March 26, 2003 in the amount of $32,227.00.
PART 3. Payment to the Engineer for the services established under this Work
Authorization shall be "Lump Sum."
PART 4. This Work Authorization shall become effective on April 29, 2003 and shall
terminate on November 12, 2005, unless extended by a supplemental work authorization.
PART 5. This Work Authorization does not waive the parties' responsibilities and
obligations provided under the contract.
PART 6. This Work Authorization is hereby accepted and acknowledged below.

Dear Mr. Keller:
As discussed in our meeting on March 18, 2003, J.F. Thompson, Inc. (Thompson) respectfully submits
the requested Fee Proposal for the following items:
· Engineering and right-of-way services required for the realignment of Yost Boulevard.
· Engineering, surveying, and fight-of-way services required to design a cul-de-sac along Sleepy
Hollow Drive and associated drainage ditch along the northwest side of Yost Boulevard.
· Engineering and surveying services required for the grading plan and associated Storm Water
Pollution Prevention Plan (SWPPP) at the FEMA Sleepy Hollow 8 lot buyout tract.
· Additional title abstracting needed for utility easement on the southeast portion of the project as
discussed within the fax dated March 3, 2003.
Upon notification of acceptance of this fee proposal, Thompson will proceed with a quality design in a
timely manner. It has been a pleasure working with you and the Turner, Collie & Braden staff on this
important project, and we look forward to the successful completion in the near future. Please feel free to

SUPPLEMENTAL AMENDMENT No. 1
SURVEY SCOPE OF SERVICES
PROJECT:
PROJECT LIMITS:
PROJECT SCOPE:
Yost Boulevard
From FM 518 to Clear Creek, Brazoria County, Texas
Provide land surveying and mapping services as noted below in
order to provide foundation for the civil design.
UNDERSTANDING OF PROJECT:
· It is our understanding that the requested land surveying and mapping services to be
performed by J.F. Thompson, Inc. (Thompson) will be utilized for the development of
engineering construction plans for reconstruction of Sleepy Hollow Drive, perform
topographic survey of the FEMA Buyout Program tracts and to revise right of way parcel
No. 1 and include 2 new ROW parcel acquisition documents. All survey work tasks shall
be performed and prepared in strict compliance with City of Pearland guidelines, Texas
Board of Professional Land Surveying and the Texas Society of Professional Surveying
Manual of Practice, Category lB, Condition 2, Standard Land Survey or a Category 6,
Condition 2, Topographic Survey specifications.
SURVEY PHASE SERVICES
TASK 1 -TOPOGRAPHIC SURVEY:
Additional topo.qraphic surveyin.q alon.q Sleepy Hollow situated east and west of Yost
Boulevard. The project limits will extend 10 feet beyond the street right of way lines.
· The horizontal & vertical control shall be based on the same control
utilized for the previous survey.
· Horizontal and vertical control shall be established along project centerline
at no greater than 1,000 feet intervals.
· Stakeout the design construction baseline and right of way at all PI'S,
PC's, PT's, and every 1000 feet along the baseline.
· The major points along the baseline shall be marked with "PK" nails with
shiner on points in existing asphalt pavement, 5/8-inch iron rods with
plastic caps in earthen areas or chiseled "X" in concrete areas.
· Contact Texas One Stop System and or Digtess in order to have all the
known utilities tone located and marked on the ground.
· Obtain right of way cross-sections at 50 feet intervals and identifiable
vertical points of intersection on roadway pavement and ditches.
· Obtain locations, pipe sizes, and pipe material on all culverts, storm
sewers, sanitary sewers, irrigation line, water lines, pipelines, etc.
· If necessary, obtain building finish floor elevation and detail dimensions,
building material, and specifics of building floor levels, overhangs, etc.

TASK 2 - FEMA BUYOUT TRACT TOPOGRAPHIC SURVEY:
The FEMA Buyout tracts are located near the southwest corner of Yost Boulevard &
Sleepy Hollow Drive. Topographic surveying shall include locating existing
improvements and trees within 100 feet of the existing west line of Yost Boulevard on
the first two lots located south of Sleepy Hollow Drive.
TASK 3 - FEMA SLEEPY HOLLOW (8) LOT BUYOUT TRACT TOPOGRAPHIC
SURVEY:
The 8 FEMA Buyout tracts are located along Sleepy Hollow southeast of Yost
Boulevard. The topo of these lots will include the following:
· Location, trunk size and specimen of trees larger than 4 -inch diameter trunk.
· Natural ground elevation based on a 50 feet interval grid beginning at the
centerline of Sleepy Hollow and extending to the top of bank of Clear Creek.
· Locate the utilities and improvements on the buyout tracts.
TASK 4 - REVISE ROW PARCEL No. 1 & PREPARE NEW ROW DOCUMENTS ON 2
ADDITIONAL TRACTS:
At the requesi of T.C. & B and the city of Pearland, the surveyor shall revise
ROW acquisition document Parcel No. 1 (John Yost Tract) and prepare a new
acquisition document for the Roger Hendricks tract in order to reflect the revised
street and right of way geometrics at the FM 518 intersection. The previously set
right of way point shall be removed and reset on the latest alignment.
TASK 5 - PREPARE NEW ROW ACQUISITION DOCUMENT FOR THE FEMA
BUYOUT TRACT.:
At the request of T.C. & B and the city of Pearland, the surveyor shall prepare a
ROW acquisition document for a proposed right of way street cul-de-sac on the
FEMA buyout lot located at the southwest corner of Yost Boulevard and Sleepy
Hollow.
