Bridge Revisions City of Pearland Projects Department CHANGE ORDER MAGNOLIA ROAD EXPANSION PEARLAND, TEXAS Date of Issuance: April 21, 2008 Change Order No: 19 Contractor: W.W. Webber CoP Project No: T70041 Engineer: Othon, Inc. PO No: 072062 Title of Change: McLean Rd. Bridge Revisions Explanation: In the original design plans for the McLean Rd. bridge area (specifically Sheet No. 41), the ditches at the southeast and northeast corners of the bridge were shown to flow under the approaches and abutments. This is unacceptable due to possible slope degradation and scour around the concrete bridge piles. In addition, the 36" storm sewer at the northwest corner and the dual 24" storm sewers at the northeast corner were not shown to be removed. Upon review of the aforementioned issues, Othon chose to revise the storm sewer system in this area by rerouting all corner ditches into outfall pipes draining into Mary's Creek. Two new outfalls will be placed, one next to the previously placed 54" outfall at the southeast corner and one at the northeast corner of the bridge. Both of these outfalls are set at angles downstream to satisfy the Brazoria Drainage District #4 (BDD#4) design criteria. In the original design plans for the McLean Rd. bridge, "rip rap slope protection" was called to be placed on the slopes under the bridge over Mary's Creek. Upon further plan inspection a discrepancy was discovered by PBS&J that Section 02371 "Rip Rap" of the specifications calls for the rip rap slope protection to "consist of broken concrete or stone blocks." This type of rip rap, however, is not allowed by the BDD#4. Instead, BDD#4 requires that either concrete slope paving or interlocking blocks be placed in these areas. Therefore, Othon revised the design to call for interlocking blocks on both the north and south slopes, thus satisfying slope requirements. This change order increases the previously created Change Order #13 item for interlocking blocks to be paid by the square yard. It also deducts half of Item #102 "Rip -Rap Slope Protection" since it is no longer applicable to this area (with the other half having been deducted in Change Order #13 addressing this issue at the Harkey Rd. bridge). Bridge Revisions The McLean Rd. bridge original plans call for proposed railing along both sides of the bridge running north -south which contain blunt ends on all four corners of the bridge. A metal beam guard fencing (MBGF) system was omitted from the plans and serves two purposes: 1) to protect traffic from the blunt ends of the bridge railing and 2) to allow the side slopes into the ditches to exceed standard grades. This change order increases previously created Change Order #13 items to account for the placement of the MBGF system at all four corners of the bridge. The revised McLean plans also call for a new 10' wide concrete bike trail to be constructed under McLean bridge along with an adjacent handrail. This trail will become a part of the future trail along Mary's Creek, a future phase of the Trail Connectivity project. These new items are created in this change order. Also, Othon revised the attachment of the water line and sanitary force main pipe materials (utilities) and bridge bents to provide for the necessary replacement with pipe thicknesses, re -attachment of the water line and sanitary force main to the bridge, and construction of these items. In addition, the typical asphalt transition detail for both the McLean Rd. and Harkey Rd. bridges are called to have 8" crushed concrete flex base. The possibility of using 8" limestone base was explored, but unfortunately there is only a bid item for 6" limestone base and there is not enough extra quantity in this item to use it. The bid quantity for this 6" limestone base item was expended on two placements of temporary asphalt between McLean and Veterans, on temporary asphalt median crossovers along Magnolia Rd. as work progressed, and on temporary asphalt at the McLean Rd. and Magnolia Rd. intersection. The quantity was therefore not nearly sufficient to complete the Harkey Rd. intersection and bridge asphalt transitions (3,662 SY) and the McLean bridge asphalt transitions (1,877 SY). The original 6" limestone base quantity did not include additional quantity for shoulder widths and only included quantity for temporary asphalt transitions, not permanent asphalt transitions, both of which created a shortage in the quantity needed. After pricing both 8" limestone base ($17.50 per SY) and 8" crushed concrete base ($13.89 per SY), the latter was the cheaper alternative. This change order therefore creates a bid item for 8" crushed concrete base to be used at both the McLean Rd. bridge and Harkey Rd. intersection and bridge asphalt transitions. The following is a breakdown of the items accounted for in this change order. Fifteen days are also added to the contract for delivery and placement of the interlocking blocks and slope pavement, additional embankment placement, storm sewer materials fabrication and placement, and the placement of the bike trail under the bridge. The total price for this change order includes all labor, equipment, materials, supervision and traffic control required to complete the aforementioned work. STA 15+00 to 16+12 and 2. STA 17+82 to 18+50 The plan and profile drawing indicates that the existing road will only be widen 10 feet as stations 16+12 and 17+82 (32 feet) while the bridge width is (58 feet). There is no indication how to slope the side slopes of the roadway to accommodate the widening of the bridge. For example, the outfall on the southeast side is to be removed however the existing south-east ditch is suppose to remain as is flowing underneath the approach and the abutment. There is also no indication that the outfall on the north-east side is to be removed not the north-east ditch to be rerouted to accommodate the bridge widening on this side. Once again the ditch flows underneath the abutment and the approach slab. Finally, there is no barrier placed on the bridge other than the 12" white stripe shown on Sheet 72.
