A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AMENDING A CONTRACT FOR ENGINEERING SERVICES
ASSOCIATED WITH THE ORANGE STREET IMPROVEMENTS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain amended contract for engineering services associated
with the Orange Street Improvements, a copy of which is attached hereto as Exhibit "A"
and made a part hereof for all purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute
and the City Secretary to attest an amended contract for engineering services associated
with the Orange Street Improvements.

AMENDMENT TO SCOPE OF SERVICES
Additional Services for Waterline and Alternative Drainage System Design
Orange Street Widening from State Highway 35 to Hatfield Road
INTRODUCTION
The City of Pearland (OWNER) requests that GC Engineering, Inc. (GCE) amend professional engineering
services to include the design of a waterline from State Highway 35 to Woody Avenue as well as providing
alternative drainage designs for the Orange Street Widening Project. The project objectives are as follows:
To improve and provide for continuity in the existing water supply network in the area of Orange
Street Widening Project, and
To modify the originally proposed drainage system and to evaluate various options as requested by
the OWNER. The options considered include:
a. A single drainage outfall to a proposed detention facility at BNSF railroad and then discharging
to the existing Town Ditch. Consideration of this option was necessary at the time due to
unknown timing of the proposed town ditch outfall at Mykawa Road.
b. Two drainage outfalls, one at the proposed Town Ditch Extension at the intersection of
Mykawa Road and Orange Street and the other at BNSF railroad crossing. This scheme resulted
in cost savings as approximately 2,000 feet of 60-inch diameter sewer could be eliminated from
the project. This design also resulted in revisions to the roadway vertical profile from Hatfield
Road to Mykawa Road as the flood flows for extreme storm events were enable to be directed
to the Proposed Town Ditch.
The work described in this Addendum would be performed as part of the Orange Street Widening Project.
The design elements resulting from this scope will be incorporated in the contract documents for Orange
Street Widening Project.
ARTICLE I
BASIC SERVICES: GCE shall render the following preliminary design services to the OWNER in
connection with the Project.
A. Waterline Design
Attend up to two meetings with the City and other interested parties to discuss waterline alignment
and design requirements. In addition, GCE will obtain from the OWNER the configuration, pressure
data, type and size of the existing network that will be tied to the proposed waterline.
Design a new 12" diameter waterline from SH 35 to Woody Avenue. The design will include the
following:
a) Perform an analysis to determine the pressure distribution along the proposed line based on
the available network information from the City.
b) Design connections to the new waterline to tie
i. the future 16" waterline at Orange Street and SH-35 intersection.
ii. the existing 10" waterline at Mykawa Road intersection.
iii. the existing 10" waterline along Woody Avenue. In addition, replace the existing 10"
waterline along Woody Avenue within the proposed Orange Street Widening with a
new 10" waterline.
c) Terminate the new waterline at Woody Avenue intersection by connecting the new line to
the existing 8" waterline along Orange Street west of Woody Avenue.

d) At all intersecting roads except those indicated above, provide stubs, 6-inch minimum
diameter, or connect to the existing waterline where present.
e) Provide fire hydrants along Orange Street within the limits of the new waterline.
3 Incorporate waterline plans, specifications and engineers construction cost estimate in the
construction documents for the Orange Street Widening Project.
4 Prepare and application for waterline crossing at BNSF railroad. Coordinate permit approval process
with BNSF. A BNSF Permit application fee of up to $600 was assumed and included in this scope of
services.
B. Modifications to the Drainage Systems
1. The original drainage design considered directing run-off from the entire project length to outfall at
the existing Town Ditch at BNSF railroad. The design will be modified to incorporate an additional
outfall at proposed Town Ditch at Mykawa Road. Work will include the analysis of the modified
system, design of storm sewers to convey the peak flows for the design flood recurrence interval, and
modifications to the existing drainage system to minimize or eliminate the need for new storm sewers
between Mykawa Road and BNSF railroad.
2. Make appropriate adjustments to the vertical profile of the roadway and the proposed right-of--way for
each alternative.
3. Prepare 30% design plans.
ARTICLE II
TIME OF COMPLETION: The Basic services portion of the work of this engineering study will be
completed within 90 days of notice to proceed. If Additional services are required, those services will be
provided outside of the basic services schedule.
If GCE's services are delayed or suspended in whole or in part by OWNER, or if GCE's services are
extended by the Contractor's actions or in actions for more than 90 days through no fault of GCE, GCE may
be entitled to equitable adjustment of rates and amounts of compensation.

COMPENSATION
Additional Services for Waterline and Alternative Drainage System Design
Orange Street Widening from State Highway 35 to Hatfield Road
LUMP SUM WITH ADDITIONAL SERVICES BASED ON HOURLY RATES
For and in consideration of the services to be rendered by GCE, OWNER shall pay the fees hereinafter set forth.
A. COMPENSATION:
Exhibit "B" Compensation
1. Compensation to GCE for the Design Phase services as defined in Article IA of Exhibit "A" shall be a
Lump Sum of $35,273.00. If GCE sees the Scope of Services changing so that additional services are
needed, GCE will notify OWNER for OWNER's approval before proceeding.
2. For services as defined in Article IB of Exhibit "A", a total budget of $18,974.00 is proposed.
Therefore, the total additional fee for this scope amendment shall be $54,247.00 and the agreement between
the OWNER and GCE shall be amended to an overall amount of $573,121.00. Details concerning the amended
fees are included in this Exhibit "B".
B COMPENSATION TERMS:
1. "Sub-Consultant Expense" is defined as the expense that is incurred by GCE in employment of others in
outside firms for services in the nature of foundation borings, testing, surveying, process design and similar
services that are not included in the Basic Services.
2. "Direct Non-Labor Expense" is defined as that expense for any assignment incurred by GCE for supplies,
transportation and equipment, travel, communications, subsistence and lodging away from home and
similar incidentals in connection with that assignment.
C. BASIC SERVICES:
1. Upon authorization from the OWNER, GCE shall proceed with the services outlined in Article IA & B of
Exhibit "A". For the purposes of preparing monthly statements for the preliminary and design phase of the
Project, GCE shall submit to the OWNER payment requests in proportion to that part of the service which
has been accomplished as evidenced by monthly statements. Final payment for Preliminary Design phase
shall be due upon the completion of service, whether the work be constructed or not.
