A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, SUPPORTING THE CITY'S PARTICIPATION IN THE REGIONAL
WATER FACILITY PLANNING STUDY AND AUTHORIZING THE
EXPENDITURE OF $7,555.00 TOWARDS THE CITY'S PARTICIPATION
COST.
WHEREAS, Gulf Coast Water Authority owns rights to water in the Brazos River,
a portion of which flows through Pearland's extraterritorial jurisdiction via the American
Canal; and
WHEREAS, the City of Pearland and GCWA have executed an option water
contract for supply of 10 million gallons per day (10 mgd) of untreated surface water; and
WHEREAS, the GCWA has the ability to provide a safe and guaranteed supply
of treated surface water to the City of Pearland; and
WHEREAS, the GCWA plans to apply for a grant from the Texas Water
Development Board for the preparation of a water supply and facility planning study; and
WHEREAS, the purpose of the study is to evaluate alternatives for regional water
treatment facilities to serve Fort Bend County, Brazoria County, West Houston, and will
include evaluation of water treatment alternatives, site selection, and transmission main
route alternatives; and
WHEREAS, the City's participation will help ensure that its citizens will receive the
benefits of a regional water supply; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council supports the City's participation in the Regional
Water Facility Planning Study.

Approval of City Council Resolution Supporting the City's Expediture in the
Amount of $7,555 for Participation in the Regional Water Supply Facility Study
On February 22, 1999, City Council approved a resolution supporting an application by the Gulf
Coast Water Authority (GCWA) to the Texas Water Development Board (TWDB) for a regional
water supply facility study. The TWDB has approved the application and the GCWA's
consultant (Montgomery Watson Americas, Inc.) has recently prepared a cost allocation for the
participating dries, based on their popularion. The cost to the cities is $87,500, or 50% of the
total $175,000 study, with the TWDB paying the remaining 50%. Based on our population, the
City of Pearland's participatory cost is $7,555. The proposed scope of work is attached for your
information.
The public works department concurs with the above proposal and they have provided account
number 030-4042-555.11-00 for funding.
Recommendation:
Staff recommends approval of the resolution supporting the City's participation in the regional
water facility planning study and the approval of the corresponding expenditure of $7,555.
GULF COAST WATER AUTHORITY
REGIONAL WATER SUPPLY FACILITY PLAN FOR FORT BEND COUNTY,
BRAZORIA COUNTY, AND WESTERN HARRIS COUNTY
SCOPE OF SERVICES
INTRODUCTION
The scope of services for this regional water supply facility plan is as follows. For the
purposes of this scope, Owner means Gulf Coast Water Authority; and Montgomery
Watson means Montgomery Watson Americas, Inc. The purpose of the regional water
supply and facility plan is to evaluate alternatives for regional water treatment facilities and
transmission piping system to serve Participating Utilities which include the Cities of Sugar
Land, Missouri City, and Stafford in Fort Bend County; Arcola, Manvel, Friendswood,
Pearland, and Alvin in Brazoria County; and west Houston in Harris County.
SCOPE OF SERVICES
BASIC SERVICES
A. Coordination Meetings.
Meet with Owner to review the scope and schedule of the project. A total of one
meeting is anticipated.
Meet with permitting agencies and reach an understanding on project objectives
and performance requirements. A total of two meetings are anticipated.
Meet with Owner to review facility plan progress and exchange ideas and
information. A total of two meetings are anticipated.
Meet with Owner's personnel and/or representatives of the Participating
Utilities to review progress and exchange ideas and information. A total of
twelve meetings are anticipated.
B. Existing Facilities.
1. Review existing GCWA raw water conveyance facilities.
2. Review existing reports and other information provided by Owner and
Participating Utilities.
3. Review flow records to determine history of flows regarding volume and
pattern.

4. Prepare description of Owner's existing raw water conveyance facilities for
report.
C. Facilities Capacity Requirements.
1. Tabulate Texas Water Development Board projections for future growth and
project future flows and demands on 'the system, including regional water
treatment, storage, and pumping facilities and transmission system.
2. Identify potential distribution systems take points for connections by
Participating Utilities to transmission system. Identification of a total of ten
take points is anticipated.
3. Using projected flow demands, establish design flow of the new water facilities,
including water treatment facilities, onsite water storage, finished water
pumping, and transmission mains.
D. Raw Water Quality.
1. Obtain and review existing raw water quality data provided by Owner.
2. Determine historical means, ranges, and trends of water quality constituents
based on available data.
E. Water Treatment Criteria.
1. Review USEPA Primary Standards and Secondary Standards, State
requirements, and other applicable standards.
2. Evaluate proposed standards and their impact on water treatment criteria.
3. Evaluate water quality data provided by Owner, including hardness, sodium
concentration, and THM precursors, and other applicable water quality
parameters to determine their impacts on process alternatives.
4. Establish minimum and desirable treated water quality parameters.
F. Site Selection Study.
1. Meet with Owner to discuss potential sites.
2. Review available topographic (USGS), and utility maps as available and
provided by Owner and Participating Utilities for the study area to identify up to
three potential sites.

Review site alternatives with Owner and conduct surface reconnaissance field
trip to review the sites to determine if there are additional considerations not
apparent from the available records.
4. Evaluate three alternative sites.
Summarize advantages and disadvantages of each altemative site,
considering, transmission and pumping requirements, access, utilities,
environmental factors, and overall costs.
b. Prepare a draft of siting recommendations for report.
c. Review draft with Owner and revise as required.
G. Pipeline Corridor Study.
1. Determine alternative routes.
a,
Review topographic (USGS) and utility maps as available and provided
by Owner and Participating Utilities to determine potential alignment
alternatives for consideration.
Conduct field reconnaissance trip to review the potential alignment
alternatives within the corridor to determine if there are additional
considerations not apparent from the available records.
2. Evaluate'up to three alignment altern/itives.

Summarize advantages and disadvantages of each alternative alignment,
considering urban development service requirements, construction
difficulties, environmental factors, and overall costs.
b. Prepare a draft of siting recommendations for report.
c. Review draft with Owner and revise as required.
Treatment Process Alternatives. Identify and evaluate up to three process alternatives
for meeting the treatment criteria.
I. Design Criteria.
1. Water Treatment Plant Design Criteria.
a. Identify number, type, capacity, size and loading rate for major process
components.

b. Based on information available provide chemical application points,
estimated average dosages, and dosage ranges.
Develop process flow diagram showing process components, including
washwater and sludge handling systems, pumping stations, and chemical
feed facilities.
d. Identify disinfect.on equipment to be provided and points of application.
2. Pump Station Design Criteria.
a. Based on information developed for water treatment plant criteria,
estimate the firm capacity and the capacity range of pump station.
b. Identify type, number, capacity, and type of pumping units.
3. Pipeline Design Criteria.
a. Prepare preliminary sizing of pipelines and materials.
b. Prepare a preliminary transmission main hydraulic profile.
J. Facilities Plan.
Evaluate alternative layouts and develop preliminary site plan.
Prepare facilities description, including:
Flow schematic and major process components.
SCADA and computerized control systems.
Chemical feed and storage facilities.
Administrative and personnel areas.
e. Laboratory facilities.
f. Maintenance facilities.
3. Develop basic utilities services concepts.
Costs. Prepare opinions of probable construction cost for the alternatives, and perform
a cost-effectiveness analysis of the alternatives based on the opinions of probable
construction costs, operating and maintenance costs, and other project costs.

L. Cultural Resources Survey. Submit the alternative water plant sites and pipeline route
alternatives to the Texas Historical Commission to determine if archaeological surveys.
M. Public Information Program. Montgomery Watson will prepare a notification in the
form of an announcement for advertisement or distribution by Participating Utilities.
N. Draft Report.
Prepare a draft report that includes a recommended plan of improvements and
opinion of probable construction cost for that plan. Submit fourteen copies to
Owner and Participating Utilities for review and comment.
After Owner and Participating Utilities have reviewed and commented. make
any necessary modifications and submit seven copies to the Texas Water
Development Board for review and comment.
O. Final Report.
Officially present report to Owner's board of directors. Submit nine final copies
and one camera ready copy to Texas Water Development Board. Submit thirty
final copies to Owner.
SUPPLEMENTAL SERVICES
Supplemental Services are those services that are outlined below. These services are not
required at this time, but may be needed at some time during the completion of the project.
These supplemental services are not included in the current fee but, will be authorized on
an as required basis by a separate notice to proceed.
Travel outside of the Houston/Fort Bend/Brazoria County area relating to
permitting or jurisdictional approval activities that is not specifically identified
as a Basic Service.
2. Reproduction of additional reports or contract documents not specifically
identified as a Basic Service.
3. Any work not identified as Basic Services above.
If public reaction to the project demands additional public information activity,
Montgomery Watson, at the direction of the Owner, will provide assistance to
Owner in preparation of exhibits and handouts and public information meetings.

Water Conservation Plans. Prepare water conservation plans for Participating
Utilities as required by the Texas Water Development Board. The water
conservation plans will meet the criteria of the Texas Water Development
Board.
