1998-04-13 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTES75 MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON APRIL 13,1998, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The Joint Public Hearing was called to order with the following present: Mayor Tom Reid j Mayor Pro -Tem Helen Beckman Councilmember Kevin Cole Councilmember William Berger Councilmember Richard Tetans Chairman Mary Starr Vice -Chairman Tommy L. Scott Commissioner Jack D. Mathis Commissioner Emil Beltz Commissioner Don Baker Planning & Zoning Secretary Karla Canada Others in attendance: Director of Planning & Community Development Dennis Smith; Interim City Attorney Darrin Coker; Project Specialist Ruby Perez; City Manager Paul Grohman; Projects Coordinator Alan Mueller; City Engineer John Hargrove. Councilmember Larry Wilkins, Commissioners Pat Lopez and Nghiem Doan were absent. APPLICATION NO. 247 I. CALL TO ORDER The meeting was called to order at 6:30 p.m. II. PURPOSE OF HEARING - APPLICATION NO. 247 Request of R. West Development Co., Inc., agent for Frank D. Barringer, Trustee, owner, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development District (SD) to General Business District (GB) on the following described property, to wit: Being a 1.6142 acre tract located in the H. T. & B. RR Co. survey, A-241, same being out of 39.2484 acres conveyed in 96-015983 of the Official Records, Brazoria Co. TX (6516 Broadway) C Director of Planning & Community Development Dennis Smith stated that he made an error on the notice for this application and it was published and posted incorrectly, -- therefore; he recommends that the application be tabled at this time. (1) M_ Mayor Reid suggest to Mr. Smith that a separate application be completed for each parcel of property being rezoned. He believes this would eliminate future errors. Mayor Reid made a recommendation to remove Application No. 247 from the agenda. No Joint Public Hearing was held at this time. VI. ADJOURNMENT The meeting adjourned at 6:34 p.m. APPLICATION NO. 286 I. CALL TO ORDER The meeting was called to order at 6:35 p.m. II. PURPOSE OF HEARING - APPLICATION NO. 286 The purpose of the public hearing was read into the record by Chairman Mary Starr. Request of R. West Development Co., Inc., agent for Frank D. Barringer, Trustee, owner, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development District (SD) to General Business District (GB) on the following described property, to wit: Being 3.4228 acres in the H.T. & B. RR Co. survey, A-241, and being out of a 39.2484 acre tract conveyed in 96-015983 of the Deed Records, Brazoria Co. TX (6516 Broadway) Director of Planning & Community Development Dennis Smith presented the location of the proposed zone change. III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST Renee West of R. West Development Co., Inc. was present. She stated that the property is 3 acres and she will be developing a 25,000 square feet multi -tenant shopping center as well as a 7,000 square feet restaurant on the property. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST None. g. V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION None. (2) VI.
