1982-06-28 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTES`dINUTES OF THE INITIAL MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF
PEARLAND, TEXAS, HELD ON JUNE 28, 1982, at 7:00 P.M. IN THE CITY HALL,
2335 N. TEXAS AVENUE, PEARLAND, TEXAS.
The initial meeting was called to order with the following present:
Gail Birdsong
Roy Sanchez
Dan Keller
Buford Parrish
Dan Keller acted as Chairperson to elect officers. The following were elected:
Dan Keller - Chairperson
Gail Birdsong - Vice Chairperson
Roy Sanchez - Acting Director
Chairperson Keller and Committee Members discussed and recommended the following:
1. Each member submit applications from qualified individuals for the
position of Director -Secretary.
2. Contacts will be made to as many qualified Attorneys as possible to
act as legal council for the Commission.
3. The Committee determined that salary for the Director -Secretary be
set at $240.00 per month. Any additional hours over 40 per month
will be paid at $6.00 per hour.
4. The attorney's fee will be on a per call/per hour basis and the fee
is negotiable.
5. Training seminars, when available, will be offered to the Director -
Secretary.
6. Space for files, as they develop, will be locked in the City Personnel
Director's office. Work area for the Director -Secretary will be
provided in City Hall.
7'. A complete copy of 1269m will be typed for easier reading and also, as
a training tool for the Director -Secretary.
Mr. Keller, with the approval of the Commission, requested the following date
from the Police Department:
1. A clear, concise set of rules and quidelines used by the Police
Department.
2. Organization chart, showing:
A. Line of command
B. Position titles
C. Number of Personnel
3.. Comprehensive job descriptions.
Mr. Keller suggested, and the Commission approved, meetings for each Monday
evening at 7:00. Exception: Holidays falling on Monday would necessitate
moving the meeting.
Regular Monday meetings are not expected to be required after the Commission
becomes fully operational.

Mr. Keller stated that next meeting hould cover rules, and further
screening for a legal advisor and Director -Secretary.

At its first meeting, on June 29, 1982, Pearland's Civil
Service Commission took the following actions and affirmed
this letter notification as request that appropriate actions
be taken to implement the board's actions/requests.
I. Officers Elected

II. Meetings - 7:00 p.m. - City Hall
A. Next - Tuesday, July 6, 1982
B. Thereafter - Mondays, until further notice and
until Board considers its organizational obli-

A. Rules:
In addition to those rules, or for purposes of
greater delineation, expressed under V.T.C.S. 1269m,
please furnish us with four (4) copies of the fol-
lowing:

2. Personnel Policies, as applicable to police
officers
3. "... rules ai)d regulations of the ... special
orders, as applicable". (To Police Department
personnel under Civil Service)
4. Other rules/regulations under which those that
are under Civil Service protection are subject
to discipline
5. Notes:
a. As an especially helpful guide to us, but
not to be incorporated in rules, we would
like some expression of rules violation
cause and effect e.g., delineation of 15
day and indefinite suspension offenses.
b. Rules ultimately adopted by the commission
will be the result of the combined efforts
of the commission and the chief of police.
Therefore, we would appreciate an expression
of Mr. Stanford's preferred evenings work
schedule when he would be available to meet
with the commission.
B. Other records; schedules and charts as applicable
to Civil Service employees
1. Job descriptions
2. Employee efficiency, progress, evaluation or
performance forms in use
3. Organization chart depicting:
a. Line of command with you at head of chart
b. Position titles
C. Number of positions authorized - by position
d. Plumber of authorized positions filled - by
position
e. Name of incumbent in positions - by position
f. Time period of incumbent's occupancy - by
position
g. Period of seniority (by statute definition
of seniority) for each employee.
We recognize time is of the essence and would appreciate
receipt of this information as it becomes available but have
set July 15, 1982 as our target date for all information requested.

Ron, as consensus of the commission and perhaps not needing
declaration, we want to go on record as recognizing organizational
integrity. Tie will,therefore,act as a body and will communicate
special requests only through you. It likewise, need not be de-
clared that the commission can function best under a recriprocal
understanding.
