1998-03-09 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTESP7 MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 9,1998,6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. APPLICATION NO. 231 I. CALL TO ORDER The meeting was called to order at 6:30 p.m. 11. PURPOSE OF HEARING - APPLICATION NO. 231 The purpose of the public hearing was read into the record by Commissioner Nghiem Doan. Request of Mr. and Mrs. Victor Loya, Jr., owners, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification 1 Suburban DevelopmegDistrict (SD) to" Single Family Residential (R-1) on the following described.property, to wit: Tract 16 in the Sandoval Subdivision located in the west'/2 of the northwest 1/4 of the northeast 1/4 of Section 15, H.T. & B. R.R. Co. Survey, A-241, Brazoria County, TX (2743 Morenci). Director of Planning and Development Dennis Smith, presented the location of the proposed zone change. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST None. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST None. V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION None. VI. ADJOURNMENT The joint public hearing adjourned at 6:39 p.m. APPLICATION NO. 256 I. CALL TO ORDER The meeting was called to order at 6:40 p.m. II. PURPOSE OF HEARING - APPLICATION NO. 256 The purpose of the public hearing was read into the record by Commissioner Jack Mathis. 2 Request of Mr. Larry J. Ball, owner, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development District (SD) to Commercial District (C) on the following described property, to wit: Being 4.00 acres of land, more or less, out of the T.C.R.R. Co. Survey, No. 3 A-768, and being a portion of Lot 2, Block 8, Allison Richey Gulf Coast Home Co. Suburban Garden Subdivision according to the Deed Records, Brazoria Co., TX (10655 McHard Road). Director of Planning and Development Dennis Smith, presented the location of the proposed zone change. 111. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST None. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST None. V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Councilmember Kevin Cole asked if there had been a predevelopment meeting for the proposed storage units, and would storage be inside or outside. Mr. Smith replied that he had met with Mr. Ball when the property was in the County and the proposed use was petroleum storage, but now that the property has been annexed into the City Mr. Ball wishes to convert to a boat and ry storage facility. VI. ADJOURNMENT The joint public hearing adjourned at 6:45 p.m. SPECIFIC USE PERMIT APPLICATION NO. 61 1. CALL TO ORDER 3 1100-1615 The meeting was called to order at 6:46 p.m. 11. PURPOSE OF HEARING - SPECIFIC USE APPLICATION NO. 61 The purpose of the public hearing was read into the record by Commissioner �- Mary Starr. Request of Ausmus Homes, agent for Black Base, Inc., owner, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification General Business (GB) to General Business - Specific Use (GB -SU) on the following described property -to -wit: Lots 1 through 6, Block 8 of the Pearland Townsite as recorded in Vol. 29 pg 41-42 of the Brazoria County Map Records (S.E. corner of Plum & Park) Director of Planning and Development Dennis Smith presented the location of the proposed zone change. 1111. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST Ms. Deborah Raspante, 2124 N. Galveston, spoke not in favor or against the request. She was concerned with the proposed parking for five townhouses in a limited space, and wondered if the property could be changed to four multi -family units. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST Ms. Angie Brewer, 2120 N. Galveston, was concerned about the increased traffic since there are no sidewalks for the school children. Ms. Angie Pridgen, 2119 N. Park, said that if the property was to become duplexes, she felt that would be better than five townhouses due to the limited parking area. She was also concerned about the children walking to and from school there. Ms. Raspante spoke again about the alleyway problem this request would generate on Plum and Galveston Streets. 4 31 V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Councilmember Cole asked if the townhouses would share the same common wall, and Mr. Smith said yes, he has seen drawings of the units. Mr. Smith went on to say the units will be in the $75,000.00 and up price range and each will have a two -car garage. Mr. Smith said that Mr. Ausmus has built similar townhouses, and will make necessary improvements to the alleyway. Mayor Pro -tem Helen Beckman asked if the lots are 25 feet in width, and Mr. Smith replied, yes. Ms. Beckman also asked if sidewalks will be across the front of the townhouses, and Mr. Smith said that issue had been discussed with Mr. Ausmus. Mayor Tom Reid said the parking should be adequate and located for traffic friendly access. Mr. Smith said that two car garages in the rear would be adequate. Mayor Reid also asked what was the square footage of the units, and Mr. Smith said they would be 1,200-1500 feet. Councilmember Richard Tetens asked if the rear setbacks are 20 feet, and Mr. Smith said yes. Mayor Reid asked if there would be two hour firewalls between the units, and. Mr. Smith said, yes, they would be similar to the townhouses on Country Club Drive. Mr. Smith said the facade will blend in with the older look in the townsite. Chairman Pat Lopez asked if the Old Town Site Historical Committee will be overseeing the new development, and how will the proposed townhouses affect the townsite. He went on to say that a $75,000.00 and up price range will certainly be quality homes for that area. Chairman Lopez said the land use is the primary concern. Mayor Reid agreed and said that he is not concerned about the townhouses, just land use. Councilmember Kevin Cole said he was concerned with the width of the lots being 25 feet. He went on to say that there was a similar project of individual homes on 50 foot lots. Mr. Cole said Mr. Ausmus could build three houses on that size lot instead of five. 5 Commissioner Nghiem Doan asked how wide the alley is, and Mr. Smith said 16-20 feet. Vice Chair Beltz asked if the alley is maintained by the City, and Public Works Director Jerry Burns said the City tries not to; but depending on circumstances, the City has helped adjacent property owners maintain the area. Mayor Reid asked if the alleyway is used, will it have to be paved, and Mr. Smith said yes. VI.
