R97-46 07-28-97RESOLUTION NO. R97-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, CONFIRMING PROJECT READINESS OF PROJECT NO. 986 HUGHES ROAD EXTENSION FOR THE 2001 TRANSPORTATION IMPROVEMENT PLAN; AND SUPPORTING THE PROJECT FOR INCLUSION IN THE 2001 TRANSPORTATION IMPROVEMENT PLAN. WHEREAS, the Texas Department of Transportation appropriated funds from the 1995 TransportatiOn Improvement Plan for the Environmental Assessment and Preliminary Engineering of Project No. 986 Hughes Road Extension; and WHEREAS, on March 25, 1997, the Hughes Road Environmental Assessment was delivered to the Texas Department of Transportation for their review and comment; and WHEREAS, the engineering, social, economic, and environmental investigations conducted thus far on the proposed construction indicate that it will result in no significant impacts on the quality of human health or the environment, thus a Finding of No Significant Impact (FONSI) is anticipated; and WHEREAS, the City has acquired letters of intent for 70% of the project right-of-way, and with slight modification of alignment, the City will have letters of intent for 100% of the needed right-of-way; and WHEREAS, the City will increase the local match to 30%; and WHEREAS, the Project will provide a link between State Highway 35 and Sam Houston Tollway (Beltway 8) via the recently completed 2.2 mile roadway from State Highway 35 to FM 51 8, which was funded entirely by local funds, totaling 93.5 million; now, therefore, RESOLUTION NO. R97-46 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. The Hughes Road Extension Project meets the readiness criteria for new location roadway projects as defined by the Houston-Galveston Area Council guidelines. Section 2. That the City's share of costs associated with the Project are hereby allocated from the 1997 Certificates of Obligation and will not exceed 30% of the project cost. Section 3. That the City Council of the City of Pearland respectfully request the Houston-Galveston Area Council, Transportation Policy Council, and the Texas Department of Transportation to include Project No. 986 Hughes Road Extension in the 2001 Transportation Improvement Plan.
