A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT A GRANT PROPOSAL TO THE HOUSTON-GALVESTON AREA
COUNCIL FOR A SOLID WASTE MANAGEMENT GRANT AND EXECUTE
ALL AGREEMENTS ASSOCIATED WITH APPLICATION.
WHEREAS, the State of Texas has established goals of waste reduction and has
designed and implemented plans to effect these goals; and
WHEREAS, the Houston-Galveston Area Council and its membership, including
the City of Pearland, have developed and are implementing a regional plan to meet
waste reduction goals; and
WHEREAS, the City of Pearland City Council has consistently demonstrated
active support of waste reduction efforts consistent with the regional plan; and
WHEREAS, funds to support local law enforcement for illegal dumping and
source reduction and recycling have been identified through Houston-Galveston Area
Council; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Manager or his designee is authorized to apply for
funding, and execute all necessary agreements, under the Houston-Galveston Area
Council Solid Waste Management Grant program.
Section 2. That no cash match of funds is required by the City of Pearland for
approval of this grant.

SUBJECT: Resolution supporting Solid Waste Control grant application
Recommendation: That Council authorize submission of a grant application to the
Houston-Galveston Area Council Solid Waste Management Program for additional
equipment to support the Solid Waste Control duties performed by Bob Bratz.
Source and Amount of Funding:
H-GAC Solid Waste Management Implementation Grants: $5,950
Specific Explanation:
The application requested the following equipment to enhance the effectiveness of our
solid waste control officer: laptop computer, desktop computer, GPS unit, binoculars,
uniforms, digital computer, and a scale. Please see attachment for details.
Matching Funds:
The program does not require any specific matching threshold. We requested funding for
the total cost of the equipment, and included an in-kind match of$1,800 of supervisor
time and overhead from the Fire Marshal.

Winter FY99 Grant Request
Summary of Request
The proposal is for equipment to support our Solid Waste Enforcement Officer, Bob Bratz. We
have requested funding to purchase:
• Desktop computer(for preparing reports, citations, correspondence, etc.)
• Laptop computer(for use in vehicle)
• Additional Uniforms
• Digital camera(for recording dumpsites and other infractions)
• Binoculars(for surveillance)
• Handheld GPS (to record exact location of dumpsites)
• Handheld scale(for accurate measurement of solid waste disposed of/cleaned up)
FY 1998 Highlights
• Identified 24 large chronic dumps(more than 500 lbs)
• Identified 166 small, isolated dumps(5 to 1001bs)
• Identified 575 littering sites(less than 51bs)
• Identified 149 violators
• Conviction rate over 80%
• Assessed $2,350 in fines
• Caused over 18,000 pounds of waste to be removed and disposed of properly

FY 1999 Highlights
• Already identified 45 additional littering sites or dumps(all sizes)
• Discovered major rupture in underground tank at a gas station at a busy intersection
• Caused 84 vehicle tires to be picked up and disposed of properly
