R98-45 06-22-98RESOLUTION NO. 98-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN APPLICATION TO THE U. S. DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT ADMINISTRATION FOR A PUBLIC WORKS AND ECONOMIC DEVELOPMENT FACILITIES GRANT; AND AUTHORIZING HIM TO EXECUTE ANY AGREEMENTS NECESSARY TO RECEIVE SAID GRANT OF 91,500,000.00; AND ALLOCATING MATCHING FUNDS OF $1,538,400.00 FROM THE CITY OF PEARLAND AS REQUIRED. WHEREAS, the City of Pearland encourages infrastructure improvements that support economic development activities; and WHEREAS, Brazoria County, Texas, Economically Distressed) region, whereby is designated an LTED (Long Term Brazoria County had a 24-month unemployment rate of 7.1 percent compared to the U.S. average of 5.3 percent; and WHEREAS, the City of Pearland is located in Brazoria County and is adversely impacted by high unemployment rates in far west Pearland. This area is bounded by Beltway 8 to the north, C.R. 521 to the west, F.M. 518 to the south and Cullen Boulevard to the east; and WHEREAS, the Economic Development Administration has invited the City of Pearland to apply for a Public Works and Economic Development Facilities grant to fund a 44,000' water line that will supply surface water from the City of Houston. The water line will run from Almeda Genoa Road in Houston south along Almeda School Road to Beltway 8, continuing along C.R. 48 to F.M. 518, down F.M. 518 to Cullen Boulevard, and connect with an existing water line; and RESOLUTION NO. R98-45 WHEREAS, this project supports the City of Pearland's goal to reduce its dependence on well water by drawing on surface water supplied by the City of Houston; and WHEREAS, the retention and expansion of businesses will improve following the construction of water lines in the region; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager or his designee is hereby authorized to submit an application to the U. S. Department of Commerce Economic Development Administration and execute all necessary agreements as required under the grant guidelines. Section 2. That matching funds of 91,538,400.00 are hereby allocated from City of Pearland Water and Sewer Revenues, Impact Fees, or Certificates of Obligation.
