A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT AN APPLICATION TO THE TEXAS FOREST SERVICE FOR AN
URBAN FORESTRY PUBLIC OUTREACH GRANT AND EXECUTE ANY
AGREEMENTS NECESSARY TO RECEIVE SAID GRANT; AND
ALLOCATING MATCHING FUNDS FROM THE CITY OF PEARLAND AS
REQUIRED.
WHEREAS, the health of forests in urban areas and communities is on the
decline; these forests, trees, and open spaces improve the quality of life for residents,
enhance economic value of property and are more effective than rural trees in reducing
the buildup of carbon dioxide due to the added energy savings; and
WHEREAS, the purposes of the "Public Outreach Challenge Grant Program" are
to improve the understanding of the benefits of preserving existing tree cover,
encourage property owners to maintain trees and expand forest cover, provide
educational and technical assistance to state and local organizations, promote the
establishment of urban forestry demonstration projects, and enhance the technical
skills of individuals involved in the planning, development, or maintenance of urban
forests; and
WHEREAS, the City of Pearland has implemented an Urban Forestry program
to support the purposes of the Public Outreach Challenge Grant Program; and
WHEREAS, a Texas Forest Service grant is currently funding Fifteen Thousand
Dollars (915,000.00) for a full-time urban forester who works to support the City's
Urban Forestry program; and

WHEREAS, the Texas Forest Service is accepting applications for second year
funding of this full-time position; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Manager or his designee is hereby authorized to
submit an application to the Texas Forest Service for a Public Outreach program and
execute all necessary agreements as required under the grant guidelines.
Section 2. That matching funds, not to exceed Twenty-five Thousand Dollars
(~25,000.00), are hereby allocated from the General Fund.

Recommendation:
That City Council authorize the submission and receipt of funding through the Texas
Forest Service for our Public Outreach program in Urban Forestry.
Source and Amount of Funding:
Texas Forest Service: $15,000
Specific Explanation:
Plans are to apply for funds to continue the deployment of our full-time Urban Forester,
Janelle Jones. Duties include enforcement of our tree preservation ordinance, reviewing
developers' landscape plans for appropriate use of trees, inspection of tree installations,
and inspection and maintenance of the 1,556 trees growing in our right of ways, parks,
and municipal facilities. The Urban Forester is also assisting with our efforts to apply for
an award from the Tree City USA program, and provides public education and awareness
efforts.
Matching Funds:
The Texas Forest Service requires that we pay for at least one half (50%) of the total
project cost. In order to continue support for the Urban Forestry program, $25,450 in
local funds must be committed for the coming year. Matching funds for this program
would be part of the Planning and Development budget.
