PEARLAND, TEXAS, HELD ON NOVEMBER 25, 1996, AT 6:00 P. M. IN THE
COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The hearing was called to order with the following present:

Councilmember Kevin Cole
City Attorney Amy McCullough
City Secretary Yolanda Benitez
Others in attendance: Assistant City Manager Richard Burdine, Assistant Economic --
Development Director John Bowman and City Engineer John Hargrove.
PURPOSE OF THE HEARING:
To consider tax abatement for Texas Honing, Inc., located on Mykawa Road in
Pearland in accordance with §312.201 of the Tax Code and City of Pearland
Resolution No. R96-12.
STAFF REVIEW
Assistant Director of Economic Development John Bowman stated that Texas Honing,
Inc., is an existing company which has been in the City of Pearland for some time. They
are planning expansion which will double their building size with a new building that will
be 28,000 square feet. They project that they will increase the number of employees
from 70 to 100 within two years. Mr. Bowman reminded Council that Texas Honing had
purchased three acres of land from MTI where they will be erecting the new building.
Mr. Bowman pointed out that the school district will gain from this expansion because
of the capitol investment on the building, which will bring them close to $20,000 per year
during the abatement period. The City of Pearland will gain $3,788 estimated tax dollars

per year even with the 50% tax abatement. Mr. Bowman stated that Texas Honing has
asked for a variance to allow them to begin construction immediately.
City Attorney Amy McCullough reminded the Council that they had previously created
the reinvestment zone, and this hearing was solely for the purpose of granting the tax
abatement to Texas Honing. She added that the first reading of the ordinance would
take place during the Regular Council meeting at 7:30 p.m. At the next City Council
meeting, Council will be asked to pass a resolution with the contract attached as an
exhibit.
Mayor Reid explained the procedures to those who wished to speak before Council with
regard to this issue.

QUESTION AND ANSWER PERIOD:
Councilmember Cole inquired about the types of jobs which will be created, to which Mr.
Bowman replied that they would be $10 per hour manufacturing -type jobs.
