1996-10-14 CITY COUNCIL PUBLIC HEARING MEETING MINUTES - 5:30PM131 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON OCTOBER 14, 1996, AT 5:30 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The hearing was called to order with the following present: Mayor Tom Reid Councilmember/Mayor Pro Tem Jerry Richardson Councilmember Kevin Cole Councilmember Helen Beckman Councilmember Larry Wilkins City Attorney Amy McCullough City Secretary Yolanda Benitez Others in attendance: Assistant City Managers Richard Burdine and Glen Erwin, and City Engineer John Hargrove. Absent from hearing: Councilmember Richard Tetens. PURPOSE OF THE HEARING: To consider the proposed annexation of 58.2 acres of land located in the H.T.&B. RR Survey, Section 7, Abstract No. 219, Brazoria County, Texas. Mayor Reid outlined the procedures that would be followed and explained to the citizens that the City Secretary would alert them when they had one minute left to speak and when their time was up. He announced that they would be allowed three (3) minutes to speak. NUMBER SIGNING ATTENDANCE ROSTER: 0 STAFF REVIEW OF PROPOSED SERVICE PLAN: Assistant City Manager Richard Burdine reviewed a map of the area involved in the proposed annexation. He explained the immediate/early action services that would be 132 provided which includes police services starting at midnight on the day the annexation is approved by Council. Mr. Burdine stated that there are some city utilities already in the area. He noted that there will be a significant difference in the rate charged to the residents from "out of city" rates to "in city" rates. Maintenance of the roads previously maintained by the County will be handled by the City. There are no parks in the area and no immediate police, fire, or solid waste capitol improvements are needed to serve this area. CITIZEN COMMENTS: None. COUNCIL/STAFF DISCUSSION: Mayor Reid inquired about the date that the citizens will receive their first tax bill. Mr. Burdine replied that if the property is annexed prior to January 1, 1997, then the residents will receive their first tax bill in October, 1997. He noted, however, that it will not become delinquent until January, 1998. Councilmember Cole asked if the final plat for the Pine Oaks Subdivision had been filed, to which City Engineer John Hargrove replied that it has been filed; however, it is currently being held up in the County Engineer's Office.
