Suzanne Elliott, 2530 Garden Road, stated that they built this business park just
before they were annexed by the City. They are requesting M-1 zoning to allow
for industrial type businesses to occupy theses buildings. She added that all
buildings are equipped to handle overhead cranes if the business needs them.
Orin O'Day, Box 612, Pearland, stated that the business park consists of seven
(7) businesses. He added that all tenants sign a five (5) year contract.

they are proposing to refurbish this existing mobile home park as they did the old
Tee Pee Mobile Home Park which is now Oakwood. There are approximately fifty
(50) homes at this time.

location map of the proposed zone change. He explained that this application
was originally presented as on R-3 on March 15, 1999.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS
Ken Caffey of Amvest Properties stated that Amvest is the proposed developer on
this property. This is to be a second section of the existing Emerald Point. He
feels that it will be developed to make the City proud. He also stated that
if any property in Pearland is appropriate for R-4 zoning, this is it.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS
Tom Sullivan, 6930 Westlea, stated that he is very concerned with the drainage
in this area. He added that this property had previously been a retention area for

Brazoria County Drainage District before it was filled in. Mr. Sullivan asked if the
City wanted to buy or flood out the Westlea residents. He also asked how much
drainage the City has provided for this new development.
V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember William Berger asked if there was anything we could say or show
to alleviate flooding concerns that Mr. Sullivan addressed.
Director of Planning & Community Development Dennis Smith stated that the
developers will be required to provide a drainage plan during the platting process.

being granted to change the property to R-1 for their family inheriting the
property.
