1999-03-15 CITY COUNCIL SPECIAL MEETING MINUTES�-- MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 15, 1999, AT 7:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Councilmember Councilmember Councilmember City Manager Assistant City Attorney City Secretary Tom Reid Helen Beckman Richard Tetens William Berger Glen Erwin Nghiem Doan Young Lorfing Absent : Mayor Pro -Tem Larry Wilkins, Councilmember Klaus Seeger, and City Attorney Darrin Coker. Others in attendance: Sr. Project Manager Alan Mueller; Public Works Director Jerry Burns; Projects Manager Michael Ross; Public Works Deputy Director/Projects Administrator Ronny McWhirter. r— CALL TO ORDER PURPOSE OF THE MEETING: COUNCIL ACTION - REGARDING A PLAN FOR WASTEWATER CAPACITY FOR THE WEST PORTION OF THE CITY OF PEARLAND. Councilmember Tetens made the motion, seconded by Councilmember Berger, to direct the staff to proceed with Option I; entering into a contract with Walsh Engineering and allocate the funding necessary to accomplish Option 1. Option I Phase I: Install 800 feet of force main on Veterans Road and Walnut Street to cause Westwood, Springfield, Cobblestone, Ryan Acres to bypass the Walnut lift station. Phase I Contingency: Possibly upgrade one or more lift station pumps at Westwood, Springfield, Cobblestone, and Ryan Acres. Page 1 of 3 - 3/15/1999 X04 Phase II: Install 6400 feet of force main from Harkey/Broadway to SWEC along Harkey Road. Phase II Contingency: Possibly upgrade lift station pumps at West Oaks along Harkey Road. Reschedule pumps at Barry Rose Plant (already complete). Estimated Cost: Phase I - $48,000; Phase 11- $219,100; Total - $267,100 (includes an allowance for potential lift station pump upgrades, but exact needs still need to be determined.) Advantages: Relieves FM 518 and Walnut Street overcapacity problems that cause sewage backups into Corrigan and Willowick subdivisons. No platting or building permit limitation required. Phase I in place within 90 days of start; Phase II in place by February 2000. Relieves Corrigan and Willowick manhole overflow problems by intercepting Albertson's and West Oaks' force main at Harkey Road. Intercepts Fite Road force main that now goes to South Corrigan and also adds manhole overflow problems there. Forty percent of Harkey Road force main improvements have long term use. Disadvantages: Flow limits at Barry Rose plant may be exceeded in wet weather (but this is better than if a manhole overflows). Phase II can not be operational until SWEC is on-line (projected February 2000). Voting "Aye" Councilmembers Beckman, Tetens, Wilkins, Berger, and Seeger. Voting "No" None. Motion Passed 5 to 0.
