1999-03-15 CITY COUNCIL PUBLIC MEETING2, 0 . MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 15, 1999, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Councilmember Councilmember Councilmember City Manager Assistant City Attorney City Secretary Tom Reid Helen Beckman Richard Tetens William Berger Glen Erwin Nghiem Doan Young Lorfing Absent : Mayor Pro -Tem Larry Wilkins, Councilmember Klaus Seeger, and City Attorney Darrin Coker. Others in attendance: Sr. Project ManagerAlan Mueller; Public Works Director Jerry Burns; Projects Manager Michael Ross; Public Works Deputy Director/Projects Administrator Ronny McWhirter. PROPOSED ANNEXATION To consider the proposed annexation of approximately 53.6 acres located in the northeast quarter. of Section18, H.T.& B.R.R. Company Survey, Abstract Number 547, Brazoria County, Texas by request from Mike E. Zigal and Jay Rice, owners. STAFF REVIEW OF PROPOSED SERVICE PLAN Sr. Project Manager, Alan Mueller, presented the location of the proposed area to be annexed, and stated that this 53.6 acres is north of Mary's Creek and west of FM 1128. He reported that this is the second of two public hearings that have been held, and it has been advertised in the Pearland Reporter Newspaper as required by state law. Mr. Mueller further reported that the annexation schedule calls for the first reading of the annexation ordinance on April 12, 1999 and the second and final reading of the ordinance on April 26, 1999 in order to comply with the state time line. He also stated that this request for annexation was made by the two property owners, therefore, it is considered a voluntary annexation. Mr. Zigal owns 27.7 acres on the south tract and Mr. Rice owns 25.9 acres on the north tract for a total of 53.6 acres. He gave a brief outline of the Service Plan.
