MAYOR'S ACTIVITY REPORT:
Mayor Reid introduced the members of 1999 "Leadership Pearland" as follows; Sara
Bouse-Pearland College Center, Becky Cornelius -Pat Griffin Realty, Betty Lein inger-Health
Care Management profession, Larry Marcott-Turbo Care, Dr. David Montz-Dr. David Montz,
D.D.S., Gaylynn Naiser-Pearland/Hobby Area Chamber, John Perry-LJA Engineering &
Surveying, Inc., Dr. Dale Southerland-Community Chiropractic Center, Maury Walker -
Reliant Energy H.L.& P. and Gary Wilbanks- Wilbanks and Associates. Joe Gillespie gave
an overview of "Leadership Pearland".
Lucy Stevener, Past Chairperson of the Pearland/Hobby Area Chamber, presented a
proposal to Council asking for approximately two acres of land next to the new library site.
The land would be used to build a new Chamber building. The proposed building will have
enough office space for the Pearland Economic Development Corporation.
Mayor Reid reported that on February 23 he attended Jamison Jr. High Junior Achievement
Awards Program and he gave the "State of the City" presentation at the Rotary Club
Luncheon; February 24 he attended the dedication of Grand Blvd. Light Posts; February
26 he attended the Youth/Family Meeting at Brazoria County; February 27 he visited the
School Band Garage Sale, the Brookside Lions Club and the Methodist Youth Dinner;
March 1 he attended the Gulf Coast Water Authority Planning and Development Committee
Meeting and testified before the Legislative Transportation Committee in Austin; and on
March 2 he attended the AARP Monthly Meeting.
COUNCIL'S ACTIVITY REPORTS:
Councilmember Beckman stated that she feels that there is a lot of misinformation about
the Shadow Creek Ranch Project, and she would like for the City Staff to set up a Public
Forum to allow the residents to come in and ask questions regarding the project and get
accurate information.

Councilmember Tetens stated that he would like for the City Manager or his designee give
an update on the detention pond at Independence Park at the next regular Council Meeting.
Mayor Pro -Tem Wilkins stated that he does not have anything to report.
Councilmember Berger reported that on March 2, the Pearland High School Basketball
Team made it to district play-offs. This is the second year in a row that Pearland High
School has had a great basketball team.
Councilmember Seeger stated that he did not have anything to report at this time.
CITY MANAGER'S REPORT:
City Manager, Glen Erwin, reported that last week he visited the Southwest Environmental
Center Project. He said that we are on schedule and he anticipates that the project will be
completed by the end of this year, or the early part of next year. Mr. Erwin also reported that
there is preliminary construction underway on library project. However, changes had to
made to the detention facility. Several lifts had to be made on the pad where the slab will
be poured. Everything is working really good on that project and we should see construction
coming out of the ground in one or two weeks. Mr. Erwin gave an update on the Garden
Road Project and reported that we are putting in water and sewer lines in that area.
CITIZEN'S:
Don & Geri Ann Golden, 9002 Broadway, addressed Council and stated that on their
property they have a "grandfathered" sign. They made a proposal to the Council that they
would bring the sign up to code, and if the sign does not have to painted each time it
changes, they would in return donate 32 square feet of the sign to the City for community
service announcements.
Tom Sullivan, 6930 Westlea, addressed Council and stated that many encroachments of
the West Lea drainage cut have occurred by West Development. Pearland has repeatedly
denied, that permission has been given, but plats and plans have the City Engineers'
signature showing approval. The drainage cut property in question is within the platted
subdivision of West Lea since 1968, with an easement establishing the drainage cut and

maintenance road. The easement was given to, accepted and maintained structurally by
BDD #4. The home owners have not given any other easement, and have been paying
taxes on this property. Mr. Sullivan continued his presentation and sited various scenarios
regarding the draining of water.

OR HIS DESIGNEE TO ENTER INTO A CONTRACT WITH WALSH ENGINEERING, INC.
FOR PRELIMINARY DESIGN ENGINEERING OF A 1,700 FOOT EXTENSION OF
PEARLAND PARKWAY.

a contract with Walsh Engineering in the amount of $722,514 ($425 per foot) for the

Director of Finance, David Castillo, addressed Council and stated that the City has not had
a water service deposit increase since 1986, and it is currently $35. Mr. Castillo stated
that the new deposit for water service for the property owner will be $75, for someone
renting property it will be $100 and $150 for commercial customers. Mr. Castillo further
stated that this ordinance is more consistent with the two-month average water bill amount
for the deposit pursuant to the ordinance.

Director of Finance, David Castillo, addressed Council and stated that it has been about
six years since the return check fee has been increased. The proposed rate is $25 for the
administration of the collection process for "nonsufficient fund" checks.

COUNCIL ACTION - REGARDING AN APPLICATION FROM ROBERT BARNHOLT TO
MOVE IN A MODULAR BUILDING ON THE EMPAK PROPERTY LOCATED AT 8721
INDUSTRIAL DRIVE.
Councilmember Seeger made the motion, seconded by Councilmember Berger, to approve
an application from Robert Barnholt to move in a modular building on the Empak property
located at 8721 Industrial Drive.
Planning and Development Director, Dennis Smith, addressed Council and stated that this
is an existing business on Industrial Drive, and they have a need to expand their office
facilities and provide a break room for their employees. He reported that he has discussed
this application with the Chief Building Official and it is Staffs recommendation to approve
the application.
Councilmember Tetens stated that he has a problem with allowing more modular buildings
to be moved into the City.
Councilmember Berger stated that this is a business that is going to be there for a while,
therefore, a permanent structure would be better.
Councilmember Beckman stated that she would want the modular building properly skirted
and be in full compliance with the codes.
Mayor Pro -Tem Wilkins asked why the Council did not receive any picture for Council
review?
Planning and Development Director, Dennis Smith, said that the department had received
a picture but it was misplaced.
There was additional discussion regarding this application between the Staff and Council.

DWELLING DISTRICT (R-1) AT THE REQUEST OF THE OWNERS OF SUCH REAL
PROPERTY, PROVIDING FOR AN AMENDMENT OF THE LAND USE DISTRICT MAP;
CONTAINING A SAVINGS CLAUSE, A SEVERABILITY CLAUSE, AN EFFECTIVE DATE
AND OTHER PROVISIONS RELATED TO THE SUBJECT.
Councilmember Berger made the motion, seconded Mayor Pro -Tem Wilkins, to approve
Ordinance No. 509-290 (Application Nos. 697, 698, 699, 700, 701, 702, 703, 704, 705,
706, 707, 708, 709, 710, 711, 712, 713, 714, 715, 716, 717, 718, 720, 721, 722, 723, 724,
725, 726, 727, 728, 729, 730, 731, 732, 733, 734) on its first reading.
Mayor Reid read into the record the Planning & Zoning Commission's recommendation
to approve Application Nos. 697, 698, 699, 700, 701, 702, 703, 704, 705, 706, 707, 708,
709, 710, 711, 712, 713, 714, 715,716, 717, 718, 720, 721, 722, 723, 724, 725, 726, 727,
728, 729, 730, 731, 732, 733, 734.
Voting "Aye" Councilmembers Beckman, Tetens, Wilkins, Berger, and Seeger.
Voting "No" None.
Motion Passed 5 to 0.
