PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND HELD ON
FEBRUARY 13, 1995, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The hearings were called to order with the following present:

PURPOSE OF THE HEARINGS:
APPLICATION NO. 52
REQUEST OF JASON METOYER, REKHA ENGINEERING, INC., AGENT FOR
RENEE WEST, WEST DEVELOPMENT, OWNER, FOR AN AMENDMENT TO THE
LAND USE AND URBAN DEVELOPMENT ORDINANCE FROM CLASSIFICATION
SUBURBAN DEVELOPMENT DISTRICT (SD) TO SINGLE FAMILY DWELLING
DISTRICT (R-4) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
A 31 acre tract of land out of a 67.88 acre tract of land in
the H.T. & B.R.R. Survey, A-241, Volume 1223, Page 730,
Brazoria County Deed Records, Brazoria County, Texas (located
south of West Oaks Subdivision)
NUMBER OF PERSONS SIGNING ATTENDANCE ROSTER: Not available
PERSONS SPEAKING FOR THE PROPOSED REQUEST:
1. Renee West, 2501 Woody. Ms. West stated there will be 137
lots in the subdivision with lot sizes being 60' x 1051. The
price range of the homes will be $100-120,000 and will have
attached garages. This will be a master planned subdivision,
Ms. West informed. Ingress and egress to the area were
discussed.
2. Joe Villarreal, County Road 91. Mr. Villarreal asked if
residents in the area would be able to obtain city water and
sewer being this close to the subdivision.
Mayor Coppinger asked that this question be deferred until
later in the hearing and inquired if Mr. Villarreal was for or
against the proposed zone change. Mr. Villarreal indicated he
was in favor of it.
PERSONS SPEAKING AGAINST THE PROPOSED REQUEST: None
Mayor Coppinger announced the Planning and Zoning Commission would
meet to consider this item at their meeting to be held in the
second floor conference room immediately following this joint
public hearing. Planning Chairman Beltz introduced his fellow
commissioners.
Mayor Coppinger briefly discussed a letter received by Council
suggesting changes in the way the City conducts its public
hearings.
QUESTION AND ANSWER PERIOD:
Division Director Burdine stated whether Mr. Villarreal obtains
city water and sewer service to his property depends on whether he
I is willing to bear the cost of extending water and sewer lines into
the undeveloped property. The developer for the subdivision will
bear the cost of the utility extensions in that area. It was noted
that Mr. Villarreal is not in the city limits but could petition
for annexation.
In the absence of Mayor Coppinger and Mayor Pro Tem Smith who
momentarily left the Chambers, Councilmember Weber chaired the
hearing.

SUBURBAN DEVELOPMENT DISTRICT (SD) TO SINGLE FAMILY DWELLING
DISTRICT (R-3) ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
A 40.9697 acre tract of land out of a 67.88 acre tract of land
in the H.T. & B.R.R. Survey, A-241, Volume 1223, Page 730,
Brazoria County Deed Records, Brazoria County, Texas (located
south of West Oaks Subdivision)
NUMBER OF PERSONS SIGNING ATTENDANCE ROSTER: Not available
Mayor Coppinger reentered the Chambers at this time.
PERSONS SPEAKING FOR THE PROPOSED REQUEST:
1. Renee West, 2501 Woody. Ms. West identified the location of
this tract and stated the lot sizes will be 65, x 120' which
is the same as Sections One and Two. Homes will have detached
garages and range in price from $120-165,000.
PERSONS SPEAKING AGAINST THE PROPOSED REQUEST: None
