1999-03-08 CITY COUNCIL PUBLIC HEARING MEETING MINUTES - 6:30PMMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF '^ PEARLAND, TEXAS, HELD ON MARCH 8, 1999, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Larry Wilkins Helen Beckman Richard Tetens William Berger Klaus Seeger Glen Erwin Darrin Coker Young Lorfing Others in attendance: Sr. Project Manager Alan Mueller; City Engineer John Hargrove; Assistant City Attorney Nghiem Doan; Customer Service Clerk Wendv Henrv. PROPOSED ANNEXATION To consider the proposed annexation of approximately 53.6 acres located in the northeast quarter of Section18, H.T.& B.R.R. Company Survey, Abstract Number 547, Brazoria County, Texas by request from Mike E. Zigal and Jay Rice, owners. STAFF REVIEW OF PROPOSED SERVICE PLAN Sr. Project Manager, Alan Mueller, presented the location of the proposed area to be annexed. Mr. Mueller stated that this 53.6 acres is located on FM 1128. The two property owners petitioned the City for this annexation, therefore, it is considered a voluntary annexation. Mr. Zigal owns 27.7 acres on the south tract and Mr. Rice owns 25.9 acres on the north tract for a total of 53.6 acres. He also reported that this is the first of two public hearings that will be held, and it has been advertised in the Pearland Reporter Newspaper, as required by state law. He announced that the second public hearing for this proposed annexation will be one week from tonight on March 15, 1999. Mr. Mueller advised that the standard Service Plan will be used with this annexation, and gave an overview of the Service Plan. He also informed everyone that there is a copy of the Service Plan on file in the City Secretary's Office for inspection. Page 1 of 2 - 3/08/1999 %75 CITIZEN COMMENTS None. COUNCIL/STAFF DISCUSSION Sr. Project Manager, Alan Mueller, stated that there has been a land use zone change application filed regarding this property, and the hearing has been scheduled in two weeks. The property will go through the hearing process, and if the zone change is approved, it will not change until the annexation is finally adopted.
