UL PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST Betty Jo Hill, 16026 McLean Rd, Pearland, TX 77581, stated that there were several people there who had received the letters and they are confused about what is going on. She then asked if someone could explain to them what the zone change request letters are for and why they received them. She then stated she would like to have her property rezoned for residential use. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST None V. COUNCIL/PLANNING COMMISSION/ STAFF DISCUSSION Mayor Reid stated that he would like it if there could be a way for the people to be notified once they are annexed that they do need to apply for a zone change. He then reminded the people that a change of address is a requirement once you are taken into the city so that the addresses will coincided with the rest of the City. He then assured the people that these are the addresses they will live with from here on out. Mr. Smith stated that he had two suggestions come to mind to notify the people once they are annexed that they need to apply for a zone change. His first suggestion was to insert a brief article in the Pearland Journal and the second suggestion was to put an article in the City of Pearland's website. Mayor Pro -Tem Wilkins stated that he understands the people are confused when they receive the zone change letters and they think the letters actually pertain to them. Mr. Smith stated that when the letters are sent out they attach a location map with the letter and a copy of the application. He then stated that on the letters it does explain that they are being notified because they are within 200 feet of the zone change in request. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS Johnny Sims, 3203 Bluebird Way, stated that he had already zoned his property but he has a question he would like to ask. He first of all stated that the City Council is doing a great job on these zone changes. He then asked if someone would explain to him what would happen to his horses now that he has changed his zoning from S -D to R-1 when and if he sells his property. He stated that as a new city tax payer he is interested in how this works. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS None V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Mayor Pro -Tem Wilkins requested that the gentleman's question be addressed. City Attorney Darrin Coker stated that the "grandfathering" of the horses will still be affective when he sells the property, however the burden is actually on the property owner to be able to prove how many horses were actually grandfathered in at the time of the annexation. He then stated that the important thing to do is to register the animals 12 with the Animal Control Center so they will have a way to prove how many horses they had to begin with. IV. ADJOURNMENT The meeting to consider a series of zone changes adjourned at 7:14 PM. The Joint Public Hearing adjourned at 7:15 PM.
