A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING A PARADE ROUTE FOR THE COCKRELL
ELEMENTARY PTA FUN RUN.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain parade route identified on Exhibit "A", attached hereto and
made a part hereof for all purposes, is hereby authorized and approved.

SUBJECT: FUN RUN REQUEST
Attached please find a letter and application from Rachel Davis, secretary for the Cockrell Elementary
PTA requesting permission to host a fun run on Saturday, November 3,2007. The event would start and
end in the parking lot of Cockrell Elementary. Runners/participants will run south on Old Alvin onto
the Lakes ofHigWand Glenn subdivision and then back to Old Alvin returning to the elementary school.
I explained the application process to Ms. Davis and after reviewing existing routes she prefers to use a
non-established route. She would like her request to be forwarded to the city mangers office for council
consideration. She was also advised about safety concerns for runners/ participants especially along Old
Alvin road and cost associated with off duty police persormel.

Dear Chief Doyle,
The Cockrell PT A is having a Turkey Trot at Cockrell Elementary, on Saturday,
November 3, which will start at 8:00 am. This event consists of a 5k and 1 mile
family fun run\walk that will take place before our Fall Festival this same day.
This fun run is a fundraiser to raise funds for the school's field trips, playground
equipment, family fun night, safety programs and many more services.
Additionally, due to this school being new this year, the PTA has virtually no
funds to purchase these things so we really need to raise funds with this event.
We also selected the fun run to foster a sense of community at our school as well
as promote fitness and health. Due to us wanting our fun run to start and finish
at the school, we are unable to use a parade route. Therefore, we would like to
get our attached routes approved. Please just let me know if you have any
further questions or if I need to do anything else in this process, I can be reached

TYPE I APPLICATION:
Type I Applications for parade permits are for parades of more
than twenty-five (25) persons or more than three (3) vehicles.
These applications must be made to the Chief of Police or his
designate not less than ten (10) days, excluding Saturdays,
Sundays, and legal holidays, prior to the date and time or the
commencement of the parade.
Approval or denial of a Type I Application will be provided by
the Chief of Police within ftve (5) days, excluding Saturdays,
Sundays, and legal holidays.
TYPE II APPLICATION:
Type II Applications for parade permits are for parades or
twenty-five (25) persons or less and/or three vehicles or
less. These applications shall be made to the Chief of Police
not less than five (5) days, not including Saturdays, Sundays,
and legal holidays, prior to the date and time of commen8ement
of the parade.
Approval or denial of a Type II Application will be provided
by the Chief of Police wi thin three (3) days, excluding
Saturdays, Sundays, and legal holidays.
PmL~T EXEMPTIONS:
No parade permit shall be required for the following:
1) The Armed Forces of the United States of America,
2) The military forces of the State of Texas,
3) The forces of the police and fire departments acting
within the scope of their duties.
4) Funeral processions proceeding by vehicles under the
most reasonable route from a funeral home, church, or
residence of a deceased to the place of service of the
place of interment.
5) A peaceful demonstration at a fixed location which is
not a street.
6) Sidewalk processions which observe and comply with
traffic regulations and traffic control devices,
utilizing that portion of a sidewalk nearest the
street, but at no time more than half of the
sidewalk.

REMOVAL AND CLEAN UP:
All cost of clean up incurred by the city of pearland will be
billed to the applicant.
SECURITY:
The parade organizer ~s responsible for reimbursement t~ the city'
. for two Police Officers, which shall be placed at the fron~ and
rear of the parade. The city of pearland shall be reimbursed at
the cost of providing the two officers and any. equipment necessary.

1) For property damage one hundred fifty thousand
dollars ($150,000.00) for each occurrence;

For Bodily Injury or Death, one hundred fifty
thousand dollars ($150,000.00) for each person and
five hundred thousand dollars ($500,000.00) for
each occurrence.
Parade with vehicles only:
General Liability Coverage shall consist of a current policy
or policies of comprehensive general liability insurance
covering the driver of each 'vehicle to be included in the
parade or the proof of insurance required for a parade with
animals.
The insurance policy or policies or proof of policies must be
attached to this application upon submission to verify coverage.
