Director of Planning and Community Development Dennis Smith noted that the zoning could be split between Commercial and General Business as long as access is available to the rear property. VI. Director of Planning and Community Development noted that a number of R-1 are to the West on Cottonwood. He also noted that this is an existing business. Councilmember Klauss Seeger inquired about the adjacent properties facing Aubrel. Mr Smith noted that there are scattered houses along. Aubrell. VI. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS Clinton Wong, Developer, Houston, Texas spoke for the proposed zone change request. He feels the zone request would be compatible with the surrounding area. The plans are to build a quality project comparable to Silverlake. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS Charles E. Green, 3548 West Sterling, Pearland, Texas, asked for clarification of and R-3 and R-1 zoning. He stated that he was opposed to houses being built close together. V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Mayor Tom Reid noted that the R-1 lot is the largest lot with a width of 80 foot, the minimum width for an R-3 is 68 feet. No formal plans have been submitted for the project but it was noted that this was a minimum requirement and the lots could be larger. VI. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS A letter of opposition for Zone Change Application No. 305, submitted by E. J. Lanik was read into the record by Commissioner Jack Mathis. The letter requested that the comments made by Mr. Lanik during a previous hearing of July 13, 1998 be entered into the record. These statements are as follows: E. J. Lanik, P.O. Box 27578, Houston, Texas, spoke against application No. 305. He stated that he doesn't mind Mr. Fishman building a home on his property, however, he is concerned with how that will effect his property. He explained the he owns Lots 46 and 47 which front Highway 288. He questioned whether this proposed zone change would prevent the surrounding properties from being used for commercial or genera business purposes. V. Director of Planning and Community Development Dennis Smith presented a map reflecting the location of the property for Shadow Creek Ranch. Mr. Smith noted that this is a very aggressive Master Plan with a multi -phase community. III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS Gary Cook, President, presented an overview of the proposed development. The project will encompass 3,000 acres of land to develop as a new Master Plan with and ultimate value of $1.9 billion. The Plan includes churches, commercial property, parks, and various residential zones. The property has requested annexation into the City and is a Tax Increment Reinvestment Zone. It will have diversity for various life r-- styles. Mr. Cook noted that this project has involved a number of pre -development 13 '2' 3 4 meetings and has been a team effort. The benefit for the City from this project would be an increased tax base, and would included major roads and thoroughfares, fire stations, and police station. The project is intended to be a Benchmark and is a very large land holding. Alan Mueller, Projects Coordinator, noted that this hearing is specifically for the Planned Unit Development (PUD) and has been under review and consideration for 4 to 5 months. Mr. Cook noted that the PUD has provisions for drainage, lakes, pedestrian trails and allocated proportional to marked with master parks and recreation plans. IV. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Mayor Tom Reid asked Mr. Cook if he could place the pictures for the proposed project in the lobby for further review. Mayor Reid also made note to an extensive document available for review which provides a comprehensive explanation and details of the proposed development. VI.
