A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING GULF COAST WATER AUTHORITY ("GCWA")
OR ITS DESIGNATED REPRESENTATIVE TO APPLY FOR A GRANT
FROM THE TEXAS WATER DEVELOPMENT BOARD ON BEHALF OF
THE CITY; GRANTING AUTHORITY FOR THE GCWA TO ENTER INTO
A CONTRACT WITH THE TEXAS WATER DEVELOPMENT BOARD; AN D
EXPRESSING THE COUNCIL'S SUPPORT AND CONSIDERATION OF
COMMITTING LOCAL MATCHING FUNDS FOR THE GRANT.
WHEREAS, Gulf Coast Water Authority owns rights to water in the Brazos River,
a portion of which flows through Pearland's extraterritorial jurisdiction via the American
Canal; and
WHEREAS, the City of Pearland and GCWA have executed an option water
contract for supply of 10 million gallons per day (10 mgd) of untreated surface water; and
WHEREAS, the GCWA has the ability to provide a safe and guaranteed supply
of treated surface water to the City of Pearland; and
WHEREAS, the GCWA plans to apply for a grant from the Texas Water
Development Board for the preparation of a water supply and facility planning study; and
WHEREAS, the purpose of the study is to evaluate alternatives for regional water
treatment facilities to serve Fort Bend County, Brazoria County, West Houston, and will
include evaluation of water treatment alternatives, site selection, and transmission main
route alternatives; and
WHEREAS, the City's participation will help ensure that its citizens will receive the
benefits of a regional water supply; now, therefore,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That Gulf Coast Water Authority or its designated representative is
hereby authorized to apply for a grant from the Texas Water Development Board and to
enter into a contract with such Board on behalf of the City.
Section 2: The City Council supports and will consider committing local
matching funds for the preparation of a water supply and facility planning study pending
final determination of the required match.

As the holder of the senior water fights on the Brazos River, the Guff Coast Water Authority has
the xmiqu¢ ability to provide a safe and guaranteed supply of treated surface water to your water
system.
Cmlf Coast Water Authority plans to apply for a grant from the Texas Water Development Board
to Fovide financial essistanc~ for the preparation of a water supply and facih'ty p lannin2 study.
The purpose of the study is to evaluate alternatives for regio-.I water tream~ent facilities and
transmission piping system to servc municipalities in Fort Bend County. Brazorla Cotmty and
west Houston. The study will include evaluation of water treatment alternatives, site selection,

We would like to invite you tO be an active participant in this very important project. Oulf Coast
Water Authority will apply for the grant and enter into a contract with the Texas
Development Board. The City of Pearland's participation will ensure that your citizens will
receive the benefits of the regional waler supply system. As a participating applicant, we need to
