MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE
PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD
ON OCTOBER 24, 1994, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY
HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The hearing was called to order with the following present:

PURPOSE OF THE HEARING:
APPLICATION NO. 49
NUMBER OF SIGNATURES ON ATTENDANCE ROSTER: 0
REQUEST OF CITY OF PEARLAND FOR AN AMENDMENT TO THE LAND USE
AND URBAN DEVELOPMENT ORDINANCE AS FOLLOWS:
1. Amend Section 3, addition of a definition for a multi -
tenant ground sign.
2. Amend Section 29.3.3, changing punctuation in that
section.
3. Amend Table VII, exceptions 3, to allow ground signs.
Mayor Coppinger introduced members of the Planning and Zoning
Commission.
Division Director Burdine discussed the proposed changes. Section
3, Definitions, will have the following phrase added to the end of
the definition of ground sign: "including ground signs that
advertise for more than one occupancy on the premises (multi -
tenant)."
Section 29.3.3 will place a comma between the phrases "and no
change in occupancy of a building" and "part of a building." The
first sentence will read "No vacant land shall be occupied and no
building or structure hereafter erected or structurally altered,
and no change in occupancy of a building, part of a building or
land shall be made until after the Enforcing Officer shall have
issued a Certificate of Occupancy therefor."
Table VII, exceptions 3, will add the phrases "or a ground sign"
and "or ground signs." It will read "In the case of a business
with frontage of more than seventy-five feet (751) and located
within a shopping center or integrated business development, a free
standing sign or a ground sign not to exceed fifty ( 50 ) square feet
shall be allowed, subject to freestanding signs or ground signs
being allowed in the zoning district and the provisions of Section
22-11(7)."
PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST:
1. Melvin Leva, 5040 W. Broadway, Pearland. Mr. Leva stated he
owns U. S. A. Health and Fitness and has a temporary sign. He
would like to install a ground sign.
