The Joint Public Hearing Meeting opened at 6:30 p.m.
APPLICATION 318
I. CALL TO ORDER
The public hearing for zone change application no. 318 from Suburban Development to General
Business District (GB) was called to order at 6:39 PM.
II. PURPOSE OF HEARING
Request of H. Louie & Mary Tashakori, owners for an amendment to the Land Use and Urban
Development Ordinance of said City from Classification Suburban Development (SD) to General
Business (GB) on the following described property, to. wit:
Being 0.6984 ac. tract out of Lot "A" of Westgate Park, a subdivision of 9.575 ac. out
of Lot 40 & 47, Allison Richey Gulf Coast Home Co. subdivision, Sect. 19, HT & B RR
Co. survey, A-243, Vol. 16, Pg. 320, plat records of Brazoria Co., TX (7929 Broadway
[FM 518])
The purpose of the public hearing was read into the record by Chairman Mary Starr.
Director of Planning & Community Development Dennis Smith presented the location of the
proposed zone change.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS
H. Louie and Mary Tashakori, owners spoke for the said zone change request stating plans to
build a small shopping center on the property which would enhance the street and landscaping
plans would improve the property appearance.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS
None.
V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember Richard Tetens asked if anything currently existing on the tract. Dennis Smith
noted existing residence on adjoining property.
H. Louie Tashakori noted an existing residence located on the back of the property.

APPLICATION NO. 342
I. CALL TO ORDER
The Joint Public Hearing for zone change application no. 342 was called to order at 6:46 p.m.
II. PURPOSE OF HEARING
Request of James L. and Annie B. Peyton, owners for an amendment to the Land Use and Urban
Development 'Ordinance of said City from Classification Suburban Development (SD) to Multi -
Family Dwelling District (MF) on the following described property, to wit:
Being 4.00 ac., more or less out of Lot 8 & also Lot 9 of section 14, HT & B RR Co.
survey, A-509, also with said lots 8 & 9 being known as lots 8 & 9 of Richland Acres,
an unrecorded subdivision, Brazoria Co., TX (16119 Aubrell)

The purpose of the public hearing was read into the record by Chairman Mary Starr.
Director of Planning and Community Development Dennis Smith presented the location of
proposed zone change. Mr. Smith added that property owner proposed to place duplex structures
on said property although no formal plans have been submitted.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS
James Peyton, 16119 Aubrell, spoke for the proposed zone change request. Mr Peyton stated that
his plans were to place single structure duplexes on the property. He further stated that the West
side of Pearland does not have adequate housing available for young couples desiring to live close
to Carlton Elementary, and a multifamily duplex complex would provide such housing.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS
Sandra Kurkendall, 3908 Spring Branch Drive, spoke against the proposed zone change stating
that the multi -family complex would create a thoroughfare through the community. Ms
Kurkendall also noted concerns relating to drainage, police, and fire protection.
Tim Greenwalt, 4013 Spring Branch Drive, spoke against the proposed zone change expressing
concerns regarding tenants of a multi -family duplex.
Tammy Brannon, 6419 Cottonwood, stated concerns regarding the effects the proposed zone
change would have on the value of surrounding property.
Charles McMurray, 5209 Spring Branch, voiced concerns that the proposed zone change would
create a thoroughfare. Cottonwood Drive and Suburban Drive is currently barricaded but if the
street goes through the traffic will enrage the neighborhood. Mr. McMurray also stated concerns
about the effects on drainage, traffic, and retention ponds.
Linda Cobbs, 3911 Spring Circle, expressed concerns regarding traffic and water pressure.
V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember Richard Tetens asked if the described property has adjoining residents. Dennis
Smith noted that adjoining residents did exist, with R-1 to the west, R-2 to the east and southeast.
Councilmember Richard Tetens inquired as to access availability considering the size of described
tract. Dennis Smith noted that access would be from Aubrell.
Mayor Tom Reid confirmed with Dennis Smith that drainage would be required to meet a
drainage plan, engineered and maintained properly, and would not be permitted to run off onto
adjacent property.
According to the Thoroughfare Plan of 4 or 5 years ago, the street was approved as a collector

street but has not been acted upon and is not designated as a East-West thoroughfare.
Mr Peyton was permitted to provide clarification regarding the road. Springfield was not there
when he purchased the property. The county has dedicated right of way for Cottonwood.
Councilmember Richard Tetens noted that the right-of-way is up to the boundary line and has
effective barricades to prevent traffic.

Director of Planning and Community Development Dennis Smith presented the locations
of the proposed zone changes.
III. PERSONS WISHING TO SPEAK. FOR THE PROPOSED REQUESTS
Sue Simler, spoke for proposed zone change application no. 368, stating that there are
two proposed subdivisions are being considered for this area. She also noted that she
has been a resident for a number of years.
Karen Ritchey, 1855 CR 93, spoke for proposed zone change application no. 367, noting
that her home is a well kept, nice home and her zone change request is appropriate for
the area.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS
None

Dennis Smith noted that there are two subdivisions being developed in this area.
