R2006-171 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ENTER INTO A MAINTENANCE CONTRACT WITH CONSOLIDATED TRAFFIC CONTROLS, INC BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS Section 1. Arlington, TX Project Summary: The City of Pearland equipped intersections along specified corridors with the 3M Opticom Emergency Vehicle Pre-empt System. Consolidated Traffic Controls,Inc. will be providing preventive maintenance and repair service to insure that the OpticomTM system is fully functional along these corridors.The responsibilities of Consolidated Traffic Controls,Inc.and the City of Pearland are as follows: Consolidated Traffic Controls,Inc. shall: 1 Provide 3M Opticom Certified Technicians to supervise all work. 2. Verify software programming in Phase Selector with original configuration file: i. Update Clock ii. Verify Intersection Name iii. Range Value 3. Verify proper operation of Phase Selector/s—make all repairs, replacements,and updates necessary to bring system operation up to specified performance levels,including: i. Conduct detector response test ii. Observe detector noise levels for normal operation iii. Test the outputs by placing a test call in all directions 4 Test drive each approach and monitor test via software connected to the phase selector 5 Verify activation and range is consistent with desired distance(obtain high priority and low priority distances from customer).Reset ranges as required. 6. Verify that controller responds correctly and displays the correct green lights. 7 Verify green phase output(s)if in use. 8. Insure that the cable shield is connected to earth ground in the cabinet— reconnect or repair as needed. _ 9. Inspect card rack connection to power source—repair,replace,and update as needed. 10. Insure that cable from the detector to the cabinet is functional and connected properly within the control cabinet to the phase selector— reconnect,repair,replace and update as needed.Inform the City of Pearland of any conduit issues for resolution. 11. Inspect auxiliary harness and green phase monitor lines--repair,replace and update as needed. 12. Document the test results of each intersection and provide a report to the City of Pearland. 13. ' Insure that work is adhered to local permit requirements. City of Pearland shall: 1. Provide a list of intersections 2. Provide all known intersection information including equipment make, model,and placement. 3 Insure that intersection controllers are programmed with preempt routines. 4. Designate a contact person with the authority to answer any questions and decide any issues relating to installation preferences, operation/activation options and help address questionable intersection configurations. Provide CTC technicians with the contact persons office and cell phone numbers prior to the start of the project. 5 Provide any non-standard keys for cabinet access. 6. Obtain or assist in obtaining all necessary permits. 7 Furnish an initial stock of spare equipment equal to 10 percent of the total equipment in the field to be used by Consolidated Traffic Controls, Inc.for repair or service that is required.This stock shall be replaced as needed. The annual maintenance fee(per intersection)will be billed in advance. Consolidated Traffic Controls,Inc.will submit an invoice to the City of Pearland on the last working day of each month for any additional parts required or work completed that month. The payment terms are as follows: Net 30 Days Consolidated Traffic Controls, Inc.has two Texas locations. Our home office is in Arlington,Texas and our satellite office is in Houston, Texas. We have three service crews working in Texas, Oklahoma and New Mexico Each crew has a bucket truck and a support vehicle equipped with an OpticomTM Optical Emitter Our plan is to have our crew in Houston assigned primary responsibility for this project. The second and third crews will be mobilized as required. The project manager will be Pete Zenzen from our Houston office who has over 20 years expenence in the traffic signal industry primarily in the Houston area.
